The seller is taking all the risk here. Paypal as you well know can be charged back up to 180 days and with certain credit cards, even longer. Browse the Scam Section, most of the scammers there also said they would not charge back. Perhaps try localbitcoins.com?

I was going to say the same thing but then I've seen "Send first with a note" , Dosen't that make impossible for him to Chargeback ? if the Note is pretty convincing . (and if he sent using his Paypal account and not Credit card).

Use VPN, log into your Paypal, make the trade. Then call Paypal claiming your account was hacked. Easy money.

You are kidding right? It is obviously not that simple otherwise people would trade paypal all the time.

The person sending PayPal could easily claim their account is hacked which would neglect the "note" that they will not chargeback

Isn't a VPN will simply make things worst and gets the account Limited in some cases ?

Ever heard of stolen/bought Papal accounts? If funded via credit card, they WILL protect the buyer with little to no effort for the card holder. There are quite a few ways to scam using Paypal. Paypal is not safe for BTC unless you trust the trader.
If you want to be that naive, more power to you but claiming a note will make it safe and expecting people to believe that claim is absurd.
