I need of 0.15BTC, I will repay Within 15Days. I have to pay BTC to my friend, Once I Get money from my work. Then I can pay back or it may be soon. I'll repay 0.17.

Then is going to be hard to get a loan, only chance u have is from someone who knows you well.

My BitCoinTalk account is from 2013, But I rarely comes to forum. Now I need BTC, So I am asking to someone to give me some BTC. & The decision will  goes good or bad, It can be only known by after paying me, Am I right?

not necessarily.  good decision in trading/investing/lending can lose money and bad trade/decision/investment can  make money.  its about making smart decisions and coming out ahead in the long run.

i agree with quickseller, this loan would be bad decision.

may be very difficult for you to get a loan in that way.
everyone felt traumatized, another way is through the escrow

To address your join date...

Activity on the forum counts. The registry date doesn't (as much, for that matter). If you were registered in 2012 or even earlier, but newbie status, as a lender they are still unable to make a judgement on whether or not you are trustworthy enough to handle a loan worth .15 BTC. Your activity and contribution to the forum is key to determine trustworthiness when you have a neutral trust rating.
