I made a transfer to BTC-E of 4000 $ fiat USD. But they got stopped by the bank. I got a call there they asked me what this money is for ? I told them that I want to buy bitcoin. And they declined to make the transfer.

Has anyone also been declined to make transfer ? What did you answer when they asked what the transfer is for ? I made the transfer from my spanish bank.

Banks refusing to do transfers is a common problem. There is a thread listing which banks are OK and which have blocked transfers. It's full of complaints like yours. You could ask the thread's OP to add your bank to the list of bad banks and look for a good one off the list of good banks.

Probably unrelated, I had my card frozen when I tried to buy a contract from Cointellect, and we all know the outcome of that. I haven't tried BTC-E but I presume someone cares about your money.  Grin
