Thats a pretty nice idea. However with the fees it will give the house a pretty big edge. Its also a bit like ponzi , but more of a gambling game.
Overall its just like betting at 80% on dice, but more fun.

I think the problem is that if he has no development knowledge, then either he will have to risk the money to get it setup.
ANd the bigger risk is the developer developing the game for himself, and starting his own site which would be slightly better than this, at the same time.

its not really a bad idea
but there are some modifications which needs to be met.

1. you must have lots of bots to play against players because no players will wait for hours to hit the button

2. you need to make the bot run on a fair luck game else you will now loose players.

3. the house edge is way too big mate.
you should try get 2% maximum on the house. anything bigger than that, players will run away.

4. you will need a good marketing person to market it because besides that it looks like dice game, it should be able to entertain the players and only a good marketing person would be able to do that.

5. thats hella loads of coding my friend. you should rather offer to programmers to partner with you (you hold the intellectual property)

The house can rig the game imo. Since I am assuming,there would be something like multiple rooms. And in each room 5 positions. The house will almost everytime, know the winning position, even if they give you the hash.
They could sit a bot in that position, and when the rest of the seats get filled, they will winning all the time. The provably fair part to give no one the advantage will be difficult.

Well, there are two limitations with the concept.
1) players don't like waiting for other players.
Which could be solved by making it player vs site.
2) Odds are fixed.

If we fix these two, it will either become a dice(fixing both)} or a lottery (that increases win amount with multiple players)(fixing 2)

The only advantage over those two is the house will earn a fixed fee.
