Yes. I don't care if someone has multiple accounts, and encourage it if you need it to express yourself without retribution, or whatever reason you have. I have far more important things to worry about/do, it's none of my business really. Spamming (in this case, ~70 accounts, almost all with worthless posts) makes it my business.

It won't expire automatically, though I may unban his main account at a later date. There's no particular line to cross that will lead to a permaban instead of temporary, depends on my assessment of various factors. I don't want to stop people from participating here, that isn't good. I'll try like hell to stop the spam though.

70 accounts? I thought people only spam with a maximum of 3-5 accounts by installing multiple browsers. Do that accounts participate in signature campaigns?

If he continue posting from this account, won't it be 'ban-evasion'? If yes, then shouldn't his main account not be unbanned unless he folow the rule?

If he has 70 accounts and is making shit posts then he is almost certainly farming them to get them ranked up and plans on selling them.

Technically yes, but if it doesn't get reported Global mods will likely not know, though they maybe they might let it slide if they're just trying to let others know what happened.

Most of them don't report such PMs especially if that is for a trade or similar. Even though Global Moderators can't check without reporting, Admins can. So it will be good if theymos implement a 'PM detector' which detects PM of users in the 'list' or they can check once in a week or bi-weekly.

ban evasion is when you create another acount and claiming you are "insert username" and posted outside Meta... if im not wrong xD

Almost right! You don't want to claim that your account is 'username'. Ban evasion is to post with a new account as the old account was banned. Posting in Meta and sending PMs about the current situation(?) isn't ban evasion.

@stcgold you better create your own forum. 70 accounts is enough to jumpstart a new forum and look busy. I wonder how many hours he worked for it. The accounts is permabanned?
