It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Short answer as far as i know you cannot send money straight from exchange to exchange without a 3rd party, in this case have a look at okpay, moneypolo, ego pay, you will be able to send from exchange to one of them and then to another exchange. I warn you though it will cost you both time and money makes it not worth doing imo. Try do what you need transferring btc is my best advice.

as far as i know withdrawal from any exchanger will be to any account which is associated with the user and verified not any account number that you wish.

transferring bitcoin as you already know is easy peasy between exchangers

Of course not.
If we could, then why we need bitcoin?
