Its just for users in the chat. The rainbot only credits active users in the chat who meet the wagering requirements.

Well advertising is never a bad thing, of course they may be well known but as henry ford said  “A man who stops advertising to save money is like a man who stops a clock to save time.” it's not a bad thing to keep doing it, of course you might say I say that because I participate in signature campaigns but it's the truth.
