someone who knows that eBay's escrow system is quick to release "escrow" while they try to collect funds later when something turns out to be a scam.

Yeah, I can't think of any other reason. He must either have a hacked eBay account or a brand new one because eBay holds your funds for 21 days until you complete a certain amount of sales/purchases.
