This question needs a bit of dissection to make sense of it.
a: Do you want to create resources?
b: Do you want to consume resources? If so, do you want to create the resources you use?
c: Do you want to have resources in reserve? If so, do you prefer to have them in usable assets like a house or a car, in financial assets, in stocks, or in money?
d: Is it important to show that you are in the position to consume? Is it important to have the right to own those resourses in advance, or are you just happy to spend borrowed money with no intention to pay, or set the lenders at risk?
e: Are you a risk seeker, playing horses or lotteries, spending the money if you win, else living like a loser?
f: Or do you just not care for your own life, consequently seeking death, not life?
When the question is asked, it is often just to denigrate the opponent for supposedly bad choices. As you can see, the question can always be spun in a way so the responder looks like a fool. It is a method for ruling over the respondent. Irritating, really.
