I am wonder how does the Mtgox works.

If I deposit in Bitcoins, and sell in dollars on the trade. If I want to withdraw, can I withdraw the dollars I bought in bitcoins?
Do I get charge for this?

no, you have to trade back to bitcoins to withdraw bitcoins. you get charged 0.65% for both trades.

So do I have to buy dollars with my bitcoins and then buy bitcoins again?

You don't have to sell bitcoins in order to withdraw them. You can just withdraw them...

If you have already sold your bitcoins for dollars, you will have to buy more bitcoins in order to withdraw them as such.
