I provided http://www.ecurrencyxchanga.com with over $1300 in paypal my cash card's and they said payment will be sent in 5 hours around 3pm EST. Does anyone know about this place and/or how reliable they are? Also, If I don't receive payment and start with a paypal account specialist what will my chances be of getting my $ back?

You can't do nothing, sorry for your loss. If you have bought these paypal mycash codes with cash you can't get back your "cash" with the receipts. The site is a scam, you should make some research after buy something.

A quick Google search of EcurrencyXchanga.com shows that it's nothing but a scam site. My sig even references it as a scam site.

Take it as a loss and move on. Don't waste your time with them...  Doesn't matter how much you threaten them, you will not get anything back. They'll delay with excuse after excuse but in the end you will get nothing.

Is there a chance OP can contact PayPal and ask for the refund? If he can prove he got scammed, that shouldn't be too complicated.

Coin.mx - Fees are much higher then circle though. After all the fees, you're looking at over 10% easy probably closer to 15%. 7% just to deposit $ and more when you convert that $ to BTC. You also have to verify your identity so you'll need the physical credit or debit card, which shouldn't be a problem unless you're using a stolen card or something

Cex.io added debit/credit card payments recently. If paying by card, you don't have to verify your identity.
I haven't tried it myself yet though.

It's paypal 'my cash', basically it works like gift card, you can buy it at selected retailers (US only).

With PayPal My Cash Card, you don't need
 a bank account or credit card to
 send money to your PayPal account

So there's no bank involved, so you cannot charge back, but I reckon you still should be able to start dispute on paypal etc

I also have a note on my ECZ (exchangecurrencyzone.com) account from user Cryptotrade

you can use also www.xmlgold.net does perfectmoney, wmz, btc trades with good rates as well.

these are good registered companies you can trade with and sleep very well without worries.
