if and when does the 5 private messages an hour limit increase? Is there any particular reason for having the limit? Other forums I've been on usually just impose storage limitations on new users.

Only reason I ask is because I was trying to buy something from another user and was prevented from sending my details through because of this limitation.

Is this covered in the rules somewhere?

You only get 5 PM because you are a Newbie. Once you gain up higher rank you can send more PM's.

The limit is there for a reason, and that reason is abuse by many new members (or atleast new accounts). This is hardly going to change due to obvious reasons.
If you are honest in wanting to trade, there is nothing stopping you to point persons you are trading with to Skype or some other IM service to continue conversation.

You only get 5 PM because you are a Newbie. Once you gain up higher rank you can send more PM's.

Doubt he wants to spend time to rank up if he just wants to make a trade.

Spammers. Either run of the mill spammers, or people attempting to avoid a ban on their real account by using a new account.

Once had a guy make 10 newbie accounts to send out pm spam for his altcoin, then feigned ignorance when I tracked down his real account and banned that too.

Fair enough... it's just unusual that's all, I wasn't expecting to be cut off like that.

I am actually interested in being here for the long term - when does your limit increase, is when you gain 'full member' status?

It goes up significantly with the next rank, I don't recall what it is at each rank though and I'm too lazy to look. Though you shouldn't have any issues at Jr Member, the rates are only extremely low for newbie accounts.

I did whitelist you though which will significantly reduce the wait time between actions (the 360 second limit) like posting, pms, etc. Doesn't do anything about the 5 per hour limit, though now that I think about it, it should.

I've adjusted the limits to make spamming more difficult.

What does it take to get whitelisting privileges? and/or get an account whitelisted? The last time I created a newbie account to catch a scammer it was very annoying to deal with the 360 second limit, especially when trying to deal with multiple scammers at once. And the time before that the account I created for similar reasons the account was proxy banned because I was behind PIA, - I think I might have actually given up after that

Any staff member can whitelist, a couple users as well though I don't want to name them so they get drowned in whitelist requests.

I'll whitelist on request for solid members, or if one vouches, most others will as well. There's no particular rules for it, as long as the whitelisted person doesn't immediately start posting garbage.
