So, I saw a new Cloud Mining Company "Clear Hash".

Does anyone know if this site is legit?
Has anyone been paid out?

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

Paying out, does not make it legit, proof of legitimacy does. They haven't shown any proof as of yet but claim they will do so in a couple of weeks. Gives them a fair bit of time to collect some BTC and run. They're just as legit as every other "cloud mining" service that ran away with the money after failing/refusing to provide any proof of legitimacy.

Also, none of these new "cloud mining" ponzis can get enough initial customers and collapse within days.

You're the one who needs to prove you have actual mining hardware. You claim a bitcoin address would give you away, when nothing further from the truth. A mined coin has no history, and cannot expose you in any way. Prove you have the hashpower by showing your mining address and signing it to prove it is yours.

Fixed daily payments? No proof of owning mining equipement? I am 99% sure they are just ponzy scam scheme and waiting for enough naive investors to take they coins and run. I apologise if i am wrong but that is my opinion and i would never send them single satoshy before they explain why to fuck they need few weeks to give us proof of owning mining equipment and how they predict how much they will dig every day.

The payout details that they posted proves 100% that they are running a ponzi. That's a guaranteed fact that with irrefutable evidence. They are taking the money paid to them, sending that money to their payout address and then paying a fraction of that money back to the customer's address from which it was originally sent.

Ask them if they have a response to the scam accusation and let us know how they respond.
