You don't know if OP is using Casascius tool.
Looking at the samples Casascius posted and looking at the sample posted by the OP I would say he isn't using it. Ofcourse I may be mistaken, but I'm sure OP will tell us lol

I would like to commission the creation of some artwork to serve as a print-your-own Bitcoin banknote.  This is something I am willing to pay for (and I pay decently for things), but want to openly throw out what I'm looking for before actually negotiating a deal.

The design being public domain was one of the requirements Casascius gave if one wished to receive the reward.
It's public that the person who designed the note(not me, but a friend) received BTC13.46 for it.

The license, as explained is a DWTFYW(Do What The Fuck You Want).

You can congratulate the designer on the download page above if you wish to. It wasn't me but a friend of mine. I just posted it as her English is not the best.

I don't intend to make a profit off these. I am making them for friends anyway and so it is not much more effort to sell them on for face value (+ shipping).

Companies claiming they got hacked and lost your coins sounds like fraud so perfect it could be called fashionable.  I never believe them.  If I ever experience the misfortune of a real intrusion, I declare I have been honest about the way I have managed the keys in Casascius Coins.  I maintain no ability to recover or reproduce the keys, not even under limitless duress or total intrusion.  Remember that trusting strangers with your coins without any recourse is, as a matter of principle, not a best practice.  Don't keep coins online. Use paper or hardware wallets instead.
