I have alot of bitcoins that I would be willing to sell but only in small incremints until I got to know the person via Paypal. The best I could show for feed back would be I have 89 total 100% positive feedback on ebay thats linked to my paypal account.

Both people are taking risk when using methods like these to purchase BTC.

The seller has to trust that the user won't take their money back, and the buyer has to trust the seller. (Although the buyer does generally have more safety when using PayPal).

It's annoying to think that PayPal has these "letdowns", as it is such an easy way to pay.

Or you could use a trusted buyer.  Over 40,000 BTC purchased.  No complaints, no scams, no "hacked" or stolen funds.
