I have a PayPal verified account and I am looking for BTC.

We can trade through localbitcoins which has escrow to keep both of us safe,

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

How would using escrow protect the seller of BTC against charge backs?
Try offering a non-reversible payment method.

If I could offer a non reversible method I would... I don't deal with PayPal unless I have no option. There is a warning on the site saying this is a high risk exchange before a potential buyer can even exchange. People know this is a high risk exchange. I have been on localbitcoins for over a year with 100% feedback. I know that doesn't guarantee I won't scam but it means I am less likely too.
