I would only say, "Nice try!" to them.
This is the best part

"The chairman did not explain how the security service was planning to block the accounts."

It would be trivial for the government to either set up a filter for the Bitcoin protocol or to fingerprint the Bitcoin protocol, log all transactions and have the secret police pay those addresses associated with the users IP a visit. Best stick to free wifi, internet cafe's and elite proxies if you're in the Ukraine. I imagine after some time in the gulags, almost anyone would cough up the info or private keys.

I assume these kinds of people use systems like Tor in addition to Bitcoin Core and Armory. Anyways, even if they didn't it would still be almost impossible to stop them from using their keys to spend and receive coins... Let's see how they'll manage to handle this.

It would be trivial for the government .....

Ukraine is essentially bankrupt, they just got another bailout. I guess they have other problems than trying to hack tor.

It is also possible to filter and/or fingerprint Tor/I2P/encryption protocols/usage, and pay those people a visit that are found using them.

The rebels have driven the Kiev forces out of Donbass. The junta soldiers are not going to return to that part of the world anytime soon. So forget about "paying a visit".
