With the balance I sent the btc to a pool with 224 x 60sats for fee. It stayed unconfirmed and sent back to my wallet weeks later.

What minimum fee tcan i use to transfer the balance minus fee?

I'm not sure but I think some people use the info from here to figure out what they should use. i.e. something more than 240 satoshi/byte should work.

That's not a wallet.  That's a link to a blockchain exploring service operated by the business that calls themselves "blockchain.info".

Additionally, 12NcNYb2oEh6ANo95AakEjPqQdgbcxh4m9 is not a wallet, it is a bitcoin address.  A wallet is a collection of one or more bitcoin addresses along with the private keys that are necessary to spend any transaction outputs that are associated with those addresses.

The smallest your transaction is likely to have been is 223 bytes.

0.00000060 / 223 = less than half of a satoshi per byte! Why did you bother even trying to set a fee?

I'd suggest that, at an absolute minimum, you set a fee of at least 0.00000010 BTC per byte.
0.00000010 X 223 = 0.00002230 BTC minimum fee to use the free ViaBTC transaction accelerator

If you want the transaction to confirm quickly, then you should consider paying 0.00000220 BTC per byte.
0.00000220 X 223 = 0.00049060 BTC reasonable fee

edit: oops . didnt check if compressed/uncompressed (as danny highlighted).. maths now sorted

(in:1*180)+(out:1*34)=214(+-10) so go with 224 to be easy
   fee: 224*240=0.00053760               
   so send:   0.00130248   
            
edit: (to explain why i done below) incase you want to pay out to 2 destinations / get back some change if not wanting to send whole amount

(in:1*180)+(out:2*34)=248(+-10) so go with 258 to be easy
   fee: 258*240=0.00061920            
   so send:   0.00122088   split across the two outputs however you want

   fee: 192*240=0.00046080               
   so send:   0.00137928

   fee: 226*240=0.00054240               
   so send:   0.00129768   split across the two outputs however you want      

Your math is off just a bit...

The address appears to be a uncompressed key address.  As such, his inputs are going to be 180 bytes, not 148.

Also, since he is asking about sending the entire available amount to a single address, there is no need for a second output.

if you use a blockchain wallet . the rejected transaction  , it will rebroadcast same as like my case. i sent 2sat/byte 3-4 days transaction rejected from mempool. the next day blockchain re-send again with the same amount of transaction + same fee. but..... 1-3 transaction got double spend idk what happen and 2sat/byte fee confirmed about 2-3days after blockchain rebroadcast my transaction.

p.s: im still newbie with no education on blockchain and broadcast transaction but my case is like this. im using blockchain wallet

For now you need a higher fee. A dollar worth of btc or so or if using electrum it will be lower for the way it works. Use litecoin for smaller transactions in meantime.

Now your choices are to:

-Let it sit unconfirmed until it returns to your wallet.

-Pay for transaction acceleration by contacting the users Quickseller and macbook-air, by using ViaBTC's secondary paid service, or by using pushtx.btc.com (http://pushtx.btc.com).

-Use a replace-by-fee transaction to resend it with a higher fee.  Not all wallets will support this.

I also use Blockchain wallet and as I know the fee is fixed there and the amount is 0,0005 BTC. Well for all transactions that I had it was like that and no matter what the current bitcoin's price is.

Submit your transacttion ID at the start of every hour and hope you get included in the hourly 100 free slots allowed. You don't have to pay to use the fee service, and if you are prepared to pay 0.01BTC for each transaction then you can email support@viabtc.com and ask to use its paid service.

NVM, INVOICE EXPIRED REFUND IN 48HRS, I FUCKING HATE THIS SHIT, NOTHING BUT PROBLEMS BECAUSE i CANNOT CALCULATE.............................

And ironically, a transaction I sent 2-3 days ago unconfirmed went through which was 4 bucks to a an exchanged so I sent it back to my wallet.
