Try to make website based on wordpress. It's easy.

I agree, the WordPress platform is the easiest to use and it has a ton of different plugins that help you manage it in the best way possible. You can install plugins specifically for SEO and other things.

If you have a small budget you can try with Fiverr, there are many developers that offer different gigs at low prices.

As for the ICO part of the website, were you thinking about updating manually or using some sort of embed from other sources?

I am not a profession web designer but maybe this things can help you to make your own web site.

For a beginner, There a thing called WYSIWYG (What You See Is What You Get); in this stuff you can used your own Word App to make a website simply as design your website as what you like to be it and Save it by the format web page. Click save and open it. Your work will be generated by your browser

Another is there's a lot of Web Design Simulator or Third-Party you can use; just choose the good and easiest simulator to build your own website.

Goodluck.

   #How to build a website:
*You may get less server space where your pages will be stored. Depending on the size of your site and the resources it needs (video, audio, images, etc), that storage space may not be sufficient.
*You may be required to run ads on your site.
*There may be bandwidth limits that could be too restrictive if you get a lot of traffic. In some cases, if you exceed your monthly limit, they may even turn your site off.

*There are sometimes limitations on the kinds of content you can put on a free hosting provider. For example, some don't allow Ecommerce websites.
Some free hosting providers tack on maintenance and renewal fees to their “free” accounts.

. Decide on Domain Name and Hosting
Specify an attractive domain name.
Choose a suitable hosting plan.
List of domains and hosting.

# 2. Install WordPress
Login to cPanel hosting.
Install WordPress on hosting.

# 3. Setting Website, Install Plugins And Themes
Set General Setting menu on WordPress.
Install the standard plugin that should be available on the WordPress website.
Set the layout of the website to make it interesting by arranging themes.
If the above steps are done, then we can start uploading the content you want to display on the website, such as pictures, articles, or our business profile, then can also create static pages or publish posts

I haven't read all of this thread, but here is what I do to create a website fairly quickly. As has been mentioned, you need a domain and hosting, but the creation of the site can be quick and easy, and may only take a few minutes.

If your hosting plan includes Softaculous, then you can use that to set up a site with a few clicks. Here is a photo gallery site of mine tat use pwigo
https://jazzpics.com/
Of course taking the photos took a bit longer.

This gallery page only took a few minutes using a free template.
https://cryptobounty.com/bitcointalk-beggars/

You can set up your own blogging site using a blogging CMS, and this is one that I need to bring up to date and complete.
https://namestag.com/index.php
It uses B2evolution which is a fork of the old B2 blogging script. The other fork is the more popular Wordpress, but I prefer B2evolution. That was set up pretty instantly using Softaculous as well.

Take care that you don't fall into my bad habits. That is to keep registering domain names, and ending up with a load of half completed projects. :)

I toyed around with WordPress for a bit while looking into affiliate websites and it works fairly well for the purpose. I used a free theme but the ones that cost money do a lot better, or so I'm told. You do still have to pay to host, of course, but WordPress is honestly a pretty great resource for building websites, imo.

first you have to buy hosting and also domain, for your script can also buy it. but if you want it easier you can order it to a web creation provider
Yes, this guy almost right. You need to buy hosting and the domain too, but before that, you have to learn about web programming or you can ask some programmer to do your web design. If you want to learn by yourself, I suppose you to use Wordpress, because it's free, complete and simple. I think you should active some script that disables right-click on your website so there is no one who can steal your writing.

Choose the right platform, If you want to build a good, mobile friendly and functional website quickly, you’ll need to choose a platform (also known as content management system). What do I mean by “content management system”? Well, back in 2004 when I got started with web development, most sites were built using HTML (code), CSS and even Flash. These took a lot of time to learn and were tricky to master. That’s why most people still think creating a website from scratch is difficult or requires a lot of coding and design skills – but that’s no longer true. In 2018, content management systems (CMS) like WordPress have made creating a website accessible to everyone. To put simply, a content management system (or website building platform) is a user-friendly platform for building websites and managing your own online content, instead of using a bunch of loose HTML pages. Try WIX to begin your journey of website building.

Well there are several things you need.
A domain
Hosting
A will to make the site
Once you have all those it will be very simple. Once you get the hosting and domain you can simply install wordpress or another site build which will allow you to create any sort of site you want. You can also install plugins so you can have cool features on your site like a forum. It is pretty simple to set up once you get the hang of it.

Never create a website for ICO on Wordpress or on any other platform. Website has to be creative and with useful and understandable, but Wordpress rarely  combines two this options. Look for a good freelancer somewhere in low-salary countries, pay in crypto for their work and you won't have any problems at all. What is important for you is the fact, that you need to describe exactly what you need to do and working on this technical description requires a professional approach.

You can do it in several ways. Some of the most easy and popular ones are Wordpress and free website builders. If you know how to use Wordpress with themes for it, I think you can get a great website. Or you can just use something like those builders from http://www.webbuildersguide.com/free-website-builders/ for example. They work nicely too

I believe the best way to build website is to work with the professional web developing company. Traditionally, such companies not only develop the product, but also provide their custumers with 24/7 support. It is also valuable to have a personal analyst who will work with your website and optimize website (https://computools.com/optimize/) on each level of your business development.

There are lots of recommendations for building a website but I would like to add my two cents. It's obvious though but if you feel you are unable to do it on your own then it's better to go to this (https://redwerk.com/technologies/php-development) site and find a team of professionals in PHP development.

There is a way to build a website on your own.
We are in an era that there are a lot of templates that can help you build your website without any coding skills. For instance, Wordpress has a library of templates that can help you with that and build it in a few hours.

If you want to make the site yourself I recommend WordPress because it is easy to learn, if you want to hire someone to make the site for you I recommend Upwork!

WordPress is always a good option but is not the cheap way because a good WordPress theme has a price between $50 and $100, and if we chose the option to get a HTML template that would be free.

But for those ones who doesn't know how to code HTML then worpress is the right way to do it, easy as configure a facebook page.

my advice, you have to learn yourself too in order to be comfortable in recruiting other people...
Currently, on YouTube there are many videos that explain the stages of creating a website in great detail. and to find the best workers in the design and full-stack developers, you can search on Facebook or freelancer sites, but you have to ask for the person's work history.

There are many good website builders.
I used Mobirise. A lot of free features and good-looking designs.
There is also the option to turn off all of the mentions of the website builder.
I've never heard of this website builder. Just as mentioned, the easiest and best for those who are starting is wordpress.

There are many plug-ins that you can use to make your job easier. As said from the past comment, it's very easy and this is in demand.

WIX.com is pretty easy. I set up a site in one hour. Don't forget to link it up with Twitter, Google+, Facebook, Pinterest, etc.

Wix is not even an option if you want a serious website for a business, if i see any business promotion their ICO on a Wix site that will lose seriousness...

Wix is a good option if we want to learn the basics about web site development, but that will not open doors to new customers. Is just to bad to be serious.

It wasn't about OP's question but for the General public that might need same answers these days.

This is the function of the forum, we don't just answer questions from the opening post. But help others who may need that answer right now.
Therefore, there is nothing wrong with answering an old question, especially since there may be a new update on how to easily build a website today.

Making your own website is not something you can do by just learning to code.
Today, website creation has gone beyond the basics into a highly complex, multi-faceted arena where user experience and marketing are just as important as code itself. Learning to code is a huge part of the process, but it isn't enough. Designing a website is a very artistic process, and finding the right designs and images for your website is an art in itself.

Yes, I agree. I wouldn't use it even for that! Wix was designed to be simple for beginners, but it's a disaster for going beyond the basics.
The huge marketing spend behind Wix, plus the slick free site builder, should have given you a great experience right from the outset. But instead, the site builder is bloated and opaque, the images don't load properly and Wix's drag-and-drop design elements are uninspired. Wix is too simplistic to take on the big boys, but it's as user-friendly and responsive as the next-best site builder.

You can start watching tutorials on building a website using Wix or WordPress.
As for developers and designers, it is likely you will find them on Upwork.
Good advice. I'm looking for a proper web design tool to create a site. I should say, reading reviews and guides really narrows the search. I'll check tutorials on building a website using Wix or WordPress, thanks. But what about other website builders (Weebly, Shopify, GoDaddy, etc.)? Are they worth using?

In my humble experience, you should not mix these two platforms. Both Wix and WordPress can be used to make websites, but they differ pretty significantly in other aspects. If you choose WordPress, you will be able to learn much more than how to design a website; if you choose Wix, you will be limited to that platform and you will be unable to utilize that knowledge for nothing else.
Weebly and GoDaddy website builders are similar to Wix. My advice is to stay away from these platforms if you are serious about building a website. If Shopify's billing model works for you, I think it could be good choice for building a web store quickly.

Remember to thoroughly review portfolios, conduct interviews, and check references before making a decision.

I'd recommend Squarespace. Wix is supposed to rank well lately because of fast page load times, but I found it difficult to work with. The larger platforms with a ton of servers are a good bet, because they usually have fast page load times. Smaller platforms are better if they have AMP enablement.
