As revealed in a report by the Russian parliament’s official publication on March 1, Russian president Vladimir Putin has set a deadline on July 1 for relevant cryptocurrency legislation to be adopted in the country. Russian authorities are planning to pass new legislation that would effectively legalize cryptocurrency markets by summer 2018.

The report specifically points to two draft laws centered on blockchain technology that have been developed so far. Russia’s Ministry of Finance has put the spotlight on legal guidelines for the issuance of initial coin offerings (ICOs) while the country’s central bank has prepared a separate draft law on crowdfunding.

Two authorities have agreed upon the main regulatory moves on cryptocurrencies, save for one major contradiction when it comes to cryptocurrency exchanges operating in the country. In essence, the central bank isn’t keen on retail traders and investors participating in cryptocurrency trading.

A separate bill on digital assets – to be submitted to the Russian Parliament this month – will aim to establish governance rules surrounding cryptocurrency mining. Individual entrepreneurs will be allowed to enter mining pools established by legally recognized entities and “conduct activities to extract cryptocurrencies that do not fall under the criteria of industrial mining,” said Alexei Mostovshchikov, chair of the Expert Council of the Youth Parliament under the Russian Duma.

Aksakov further stressed that both bills, from the central bank and the finance ministry, will be submitted to the chamber this month.

to be honest i will believe this news only when i see them pass the law for cryptocurrencies and not a day sooner. because history proves that the news from Russia regarding cryptocurrencies have always been contradictory and all over the place. one day we hear they are going to legalize it and have no problem with bitcoin and the next time we hear someone saying bitcoin and cryptocurrencies should not even be allowed to exist! of course most of it is news bullshit clickbait but there is sometimes some contradictory views among government officials too which makes it harder to believe anything that comes from them.

I think that the legalization of cryptocurrency market in Russia has more negative than positive consequences. The proposal of legalization of cryptocurrency in Russia is held under the aegis of the fight against illegal money transfers. However, to solve this problem, it is proposed that the state should control crypto-currency transfers. In this scenario, Bitcoin will lose its decentralized nature and will be subject to strict control by the government.

By July this current year, cryptocurrencies in Russia will be legalized under a regulatory package called Digital Assets Regulation Bill. This is another legalization under a regulation and many of the countries that legalized bitcoin falls under this method, others combines regulation and taxation. This is nothing new but other countries will surely follow this kind of cryptocurrency management in the years to come.

Not only Russia, there are a lot of countries are going to legalize encryption currency market, this is a big trend, but some of the fraud of the ICO project may not be able to list on the exchange, so need to avoid these projects.

The news coming out of Russia and Venezuela should be enough to strengthen the faith of panic sellers and the feeble at heart that bitcoin and cryptocurrency have come to stay and that no matter the fall now, the coins will bounce back. These stated governments have long emerged in the press, but so far I have not seen active actions for the legalization of crypto-currency. Well see..         

If this will be push through then it would be good for the cryptocurrency ecosystem. Another big country legalizing it would at least have a positive impact and make more people trust it more since some do not trust anything that are not legal. There are so many people who are still skeptic when it comes to cryptocurrency because all they know is that it is use in illegal transactions because of what happened years ago during the Silk Road incident and the media always refer to that incident so their first impression of bitcoin and cryptocurrency in general is use by criminals. I doubt that they want to make their laws better for investors or ordinary people.  The purpose of these bills will be to make money from people.  Simply now, the government sees that money passes by them, and they can not control everything.  Control, and once again control - this is the main goal of all laws.

It is more about government regulation than legalization. While there is no specifics, but mining will be equated to business and taxed. And for the release of tokens will only have the right to campaign with a state license. But again, all this is just chatter for now.

As far as I know, the Central Bank of Russia and the Ministry of Finance are categorically against recognizing the crypto currency as a means of payment. They say that according to the Constitution, only their ruble can be a single means of payment on the territory of this country and therefore they support the introduction of criminal liability for using crypto currency as a means of payment. I still see that in Russia they are trying to ban and prohibit crypto-currency sites. Is this how the preparation for the legalization of the crypto currency is going? I really doubt. that this year's crypto currency will be free to walk through the territory of Russia.

If Russia will accept this bill, it will be a very good and important event for the cryptocurrency. It is interesting that even such things can be traced to the confrontation between Russia and America. If you like it or not you will end up paying the tax eventually , when you convert the digital coins to fiat currency then you will be entitled to pay your taxes, you do not need to disclose the coins but i am sure there will be some sort of regulation around it too when everything is said and done and what governments are trying to do is to bring some transparency in the flow of money.

Where does this news come from? Can we take this as a real or legitimate news or a fake news? There is no link from a relevant Russian news channel that published this. Anyhow, if this news is true, I guess there will be a large inflow of Russian crypto supporters. But I have already observed how Russians are making up a significant part of the cryptocurrency family even before crypto made it to the mainstream.

Hey, i am russian and the only thing they implemented is tax for crypto. They are going to fix price changes before you invest and after you withdraw,but this is weird, what about losses ? Moreover when you withdraw money on your card you have to prove that you earned these money and if you can't, there is 20% tax. It is about all transactions between card holders in russia and not only about crypto incomes.

Almost the middle of July, and no news about the adoption of this package of law has not yet been heard. At the same time, the President of Uzbekistan actually legalized cryptocurrencies and released all transactions with them from taxes.
