We have an idea about how to stop scam projects. We have a team who is developing an MVP for this idea now. The release of the alpha-version will be soon.

Please tell us whether would you invest in a project that:
1. has an MVP that works well.
2. unites all of the stakeholders in the ICO market.
3. stops scam projects.
4. creates a marketplace for easy communication and cooperation.

i'd love to, if only this project is not a scam, other than being able to stop the scam, it can also detect and prevent a scam before a scam occurs to avoid losses to investors

I think right now the only way to stop scam projects is to be personaly diligent about it, by preventing your self to be scammed and doubting suspicious things you can helf your self in stopping this scam. So just to remind people that even if there is a platform that would have safety features people that wants to scam investors will still find a way to scam them.

i absolutely agree, with no ICO scam, the impact on investors will come and feel safe. it is only natural that investors are hesitant about a project where many are scam right now .

I think so, they are creating something that can stop the scams ICO. I wonder how they will do that, and hopefully this is a real project so people will not fall into shit projects again. We will see this thing in the future. I want to know about his project so I can say that its really good in the future. Waiting for some updates here.

You have nothing if your proposal comes down to this points that you make in your first post. Several other projects promise something similar to this. But of innovator they have nothing. The only way to truly end scam projects with the options we currently have is to put strong regulations.

Or start educating people about bad projects. Unfortunately, many invest in the market act as if they had been playing roulette. They do not read about the project, they do not know what they do differently. They do not look for a profit or profitability. They do not research about their promoters and programmers.

It is a free market. I doubt that your proposal could end Scam projects without promising enforcement action. OR will be just another tool of education and if so, will be very welcome. We need more information, transparency and verification of current projects.

I think scam in the ICO market is inevitable because we are talking about money here. Scammers are everywhere.We cannot stop them but we can avoid them.

If I am not mistaken, isn't that what KICK is already offering with their community? It is not a bad idea though, but you must have been able to put a product together and at least permit a demo for real life case before investing. Most scam projects are fond of giving promises first, and of this is the same, then I would not bat a lid.

The easiest and most relaxing way when it comes to identifying scam ICOs is to do your own thorough research, but at least for the sake of some new investors who are quite lazy to do that, having something like that, if effective, will be of assistance for the space.

We don't need another project just to focus on this type of mission.
Several had already attempted to address this long running problem.
Yet, scammers are always there, acquiring money from naive users.
Maybe you can push thru with this kind of objective. But, please don't raise another ICO project.
Make it a life long mission instead. Are you ready to take this burden free of charge?
Or just let the users do their job and responsibilities?

They will not hear and they continue scamming people, the only thing that can stop all this scam ico is regulations which can be used to track and follow all those conducting ico diligently.

absolutely, yes, imagine the market without these Scammers, i dont know how will you do it but im sure this will be a great help for every investors, those scammers are one of the things that contribute false info and negative trust ratings so investors are afraid to venture in crypto.

I think I've seen the same project before but it failed but I can't remember what that project is.

New ideas are coming to these people but they also have the same goal of making their project great by making a lot of money during the pre-ico phase. If their project is going to be popular let it be but as much as possible these scams will never stop no matter how hard they fight. At least in our part, we have to avoid them and warn others.

This is inevitable in the market. And not most of the projects are reliable. Because it can give back to the community at a certain time. Until it receives the terrible amounts it can close it and disappear. That is what always happens and investors should consider carefully.

You should just avoid any ICO around here, too many scams or scams attempts.
This market is not yet regulated, then you need to be really careful with your investments... ICOs are not a smart investment, never.

some time ago there were many ICO programs popping up, but not all of them ended successfully, some were even considered scam by their investors because the funds they invested lost without replacement due to erorr occurring when transferring funds from smart contracts to their wallet, here I feel sad why they can do that big mistake, I hope there is a special institution that regulates this ICO program

It's not clear from your initial post how you are going to solve a scam problem.

All the features you had described are already provided by the not very useful platforms. Look at Icobench, in theory, it's a good platform to avoid scam but in practice, it does not help.

I think it's very difficult, as far as I know, there was a previous project that helped investors choose good ico and sort out which projects were good to invest, but ended up somewhere where the project was. there are many similar projects that you offer but none of them have been successful.

This is the best thing to do but even you are a diligent person, there are also instances that we were scammed. We don't know our fate and we just hoping for our wisdom. Sometimes, even the good ICO that we knew, is a big scam. A lot of people are fooled by every project existence, even I. Therefore, we cannot avoid to have scam projects here.

as of now, the best thing to do to be prevented to scam is to know deeply the ico that we will join. Thiugh, there is not an absolute truth about that, atleast we can ensure that our capital would not be wasted. Being a wise investor is good because we can differentiate scam projects from genuine. Aside from that, it is our advantage for other also that would take a part in a project.

That is true it is very disappointing to have and to experienced and to be a part of a scam like what is happening to me last campaigns that I've been through and most of them are just a scam that sucks because you exerted an effort and then what happen is it is just being wasted because you will not receive anything in exchange knowing that you supposed to receive profit

I think this is good so that the scam ICO can not be penetrated again. And those investor's who quite investing in crypto currency will go back and invest their money again. Because their fear of scam ICO will be eliminated.

No matter how great you think your algo will be, in the end it is your own opinion that will matter on the subject and it changes from person to person. How could you rate an ICO good or bad if you are not working inside and actually know if the people are doing real work or trying to scam people before they run off ?

The real question is even if you can how would we as the people who are checking the source know if you got paid by the scammer ico or not ? We don't know you, we have never met you, why would we trust you as well ?

A person who trust ico rating system of a stranger might as well trust the ICO as well. There are a lot of issues with the idea, trust being the foremost and opinion being the second. I believe no one could stop scams in ICO markets but we need to strong up our research and analysis so that we could avoid such scams and choose the right ones.

Like every industry and business there is bound to be scam and corrupt people looking to take advantage of others, the ICO market isn't totally filed with scam agents, but allot of projects and individuals there aren't really who they claim to be and most cannot deliver on their promises at all.

ICO is one of the risky investment so some peoples are avoid this platform but few projects are really make good profit. So we should protect ourself then only scam projects are not survive in the market. Most of investors are panic to pick the ICO then they will feel the future scam so my suggestion is clear analysis is perfectly fine for investment. It is the only way to stop the scam.

Most of investors are panic to pick the ICO then they will feel the future scam so my suggestion is clear analysis is perfectly fine for investment. It is the only way to stop the scam.
Scam projects are not to get listed in the market, usually, they disappear after the crowdsale happen and running the money of investors.
Actually, we could not stop them but we can avoid being fooled by them. Hopefully, an ICO has a capability to filter which projects are legit one and which are not. But all thing will be fine if we research which a good one by checking all documents they had and the whole team must not hide their identity.

Scam projects have become very sophisticated, fancy in appearance and appeal, that it is almost difficult to spot them at first sight. Scam projects can do as much get on exchanges, yet without real dev work going on. They lead the investing public on for a while and then they exit. Hoping to see how your platform will spot and prevent scam ICOs, as in practical terms I'm wondering how this is achievable

It can work if people are really getting good number of ICO that are actually legit until the time of exchanger listing and also ahead about that. I guess having MVP system or whatever you call it just for the initial stages would not be much beneficial. Many times it happens that crypto projects work out very well in the early stages but in the later stages they create complete distrust and the stakeholders get scammed. We need a system which will keep track of every movement they make and thus whenever there is sense of the scam then your system must be capable enough to save lot of money before it could be even scammed from us.

The last paragraph? That is simply it! Trust me; no investor will just want to follow a platform Tom, Dick and Harry, without having to do some diligence on their own.

Don’t get me wrong, it is not a bad one at all, at least since it is something that would be highly needed in the space when considering the number of active scam ICOs, and having a tool to at least, give investors some little clue on what to be doing research on at all.

I have no clue either how to tackle them....if more of them would get caught and end up in prison that would be a start and scare some scammers off...but right now it seems that 9 out 10 scammers are running away and no one is following them.

This does not mean there still won't be scam but if awareness are always raised and people get to see where to join to discuss issues like this related to scam, and investors, most especially the new ones with less market experience step in, at least, they will be able to tend towards the right direction without starting with a huge mistake.

There are some projects like this existing in the space already, but I still feel this is a very good one with some additional features such as trust management and probably some other useful materials. It solves a problem which is paramount in the space, and that counts.

When we are the community take some steps toward regulating the ICO projects and how they should be announced then there will be better chances for lesser scams. Some years back, I did see people engaging escrows for ICOs, but now there is no such practice is existing. Without an initiative from our side we cannot expect to get rid off scams everywhere then we can make ICO scams to be eliminated when no action from this community so far ?

I have never bought tokens at ICO or invested in ICO, because I am afraid that ICO is a scam. I buy tokens in exchange, it has a smaller risk. The ICO scam has reduced investor confidence in ico.

I liked the point where you are talking about the stake holder unity. Yes with the community voting people have made big decision in the past and have won the most difficult situation. I guess if people really go for unity and sort out the result of each ICO by evaluating it at the personal level then surely things can turn out to be positive one. After all it is the people who will vote them and thus in return they will earn some legit ICO's in their portfolio. Yes, Thats the right way to do it.
Hopefully people will look into your idea and may respond it positively.

It may fly just a little bit if you actually have such a platform ready. It is a great idea for a lot of investors to find a way to detect scams, but I am still trying to picture how the stopping of the scam project is going to be effective.

It is a good thing you have a team developing the MVP for the idea, and I guess we just have to wait to see the real life product in action. Overall, it is a very interesting one if all those things you mentioned can be put in place, and won't be a bad idea at all.

Perhaps if the OP can provide some concrete evidence that they have called a lot of scam ICO's then its going to be easy for us to take him seriously. However, it doesn't make sense to come out with another ICO and raised funds (correct if me I'm wrong), to fight against scammy one.

You can call them anytime here in the forum and post proof that they are indeed scammers with fake teams, plagiarised white papers, github repositories with nothing to show or updates, etc.

Its hard to stop those ICO's, they are like 2 steps ahead, but doing due diligence is our best weapon and this forum's Scam Accusations thread is a good way to snoop https://bitcointalk.org/index.php?board=83.0 and see ICO projects being mentioned as a fraud.

The ICO scam was not dead in 2018. Due to the regulation of ico in some countries and the understanding of blockchain by investors, ico's scam is decreasing!
In the future, there will definitely be more ICO projects that continue to fail, and we need to make wise investment decisions!

I think scammers cannot stop easily. they are at the moment inevitable. Because ICOs all about profit. everyone enters ICO to make money. what we can do is to skip them with our experience and knowledge. I wish if there is a way to stop them honestly. But at the moment I can see such a method in the crypto world. we can't even regulate them. yeah very difficult thing to do.

Here is our plan:

2. We do KYC of the project founders, we check the reliability of their biography, analyze the project in detail, write an audit report and attach it to the project profile.
3. We communicate with every project not only online but also offline.
4. When regulation appears, we add legal support for investments.

This is the first level of our defense described above. The number of scammers will decrease by 90% as it will be impossible to remain anonymous. Every crypto-investor will know who took his money, and where this person is.
The second level of scam protection is escrow-service. We create a smart contract that sends money in tranches. For example, the project says: "I need $ 10 million of investment. $ 1 million - for the first stage, $ 2 million - for the second, $ 3 million - for the third, etc. "

After that:
1. Money of the investors comes to a smart contract that we administer. Under the terms of the smart contract, we can’t take the money. We can send it to the project or return it to the investors.
2. We send the first tranche of investments into the project for passing  the first stage.
3. If the project fulfills the obligations, we send the second tranche, then the third, etc.
4. If the project doesn’t fulfill its obligations, we return the money to the investors.

Thus, the project doesn’t receive the full amount of money at once. It gets it in parts after passing the stages successfully. In such a situation it becomes really unprofitable to scam. Therefore, it will scare away the remaining scams and fully protect investors.


Question №2. Why will investors trust your platform?
The reason is the same - it is profitable for us to be honest. Our business is a reputational business. And only if we do our job well, we can earn the trust of investors. Thereby, we will be able to attract hundreds of projects per year. We will earn big money on commissions. Yeah! It is really some interesting step at least after the OP updated to shed more light on the whole project idea. The fact is scam is really one of the serious things to deal with in this space and most of the time, whether we like it or not, we will always have to see new and gullible investors who are never ready to do proper diligence on their own.

As long as it is helping the community in this regard and for some of the other features the OP mentioned, I believe it is going to go a long way if executed properly.

Fighting fraud is not the problem in today's market and perhaps the idea is being discussed in a simple and less comprehensive way. Either way the big problem is the ease that is found in the platforms of contracts or systems of intelligent contracts. Let's not deny that this has revolutionized the market and there are several positives that now add or can add in the near future. However the system is liberal enabling any company, team or person to create their project and publicize. Overall the project seems interesting, with social exposure people can share opinions and come to a conclusion.

Such a project will be interesting to many, but of course if the project itself is not a Scam. But you have to find fraudulent projects before someone starts investing in them. I think that even if your project will work perfectly, it still will not give a 100 percent guarantee that the ICO in which, for example, I invested, will not be a fraud.

It's difficult to stop this ICO scam as we don't have regulations from the government that will punish those scammers and to scrutinize them before doing a crowd sale. Only ourselves can help us from not being a victim of those scammers by doing a diligent research on those project before putting our hard earn money. If all investors are good enough to check those ICOs then those scammers will not waste their time to make a fake project as no one will buy on their trap.

Now is the time to not even look at the projects who are a potential scam. Even investing in highly rated ICOs which have a sizable following is much riskier than last year for example. Just stay away from the ICO scene for now if you dont want to get burned.

This cannot be stopped this way. Just telling people to stop scamming others will not take all of these away. These people are aware of what they are doing, and they know it it is wrong, and are aware of the harm that it is causing the industry, but they really do not give a damn. If possible something should be done by top players in the system to control or stop these scammers.

I think that in the future there will be a lot less of scams, they are already getting less now - and it can be seen. Most of the scams appeared during the HYIP, many unexperienced people went into the market and invested almost without learning, but even the obvious scams managed to collect not small money then.

the main thing is that people become smarter, and not scatter their money. before investing you need to carefully study the project.

I think it is getting far worse, I read that less than 10% of ICOs are ever getting listed on exchanges. That means they other 90% are likely scams. Some of them might have trouble getting listed on proper exchanges, but you can always list at decentralized exchanges for free.

I think yor idea is good but this is a very subjective topic, I could remember during QTUM ICO there are alot of negativity around the project that it is a scam and I decided against investing in the project, I missed out big on the profit. I am not saying that are not pointers to a scam projects but if a team has a member that is disgruntled with the other members and was let go, it is possible for that guy to start preading lies about the project

Not all negative hear outs will really be legit or true and as you said it can be possibly spread out due to some problems with the team which is definitely right.I remembered that QTUM Ico where there would be always a negative people who do spreadout and look at it now? It did able to succeed and for those people who do took the risk do definitely gained the reward on making profits.
Stopping scam completely into this market would really be very a tough job.

However, it will be very close to 100%. Such a system works in the usual financial market and has proven its effectiveness.

stopping at the ico market is a difficult job, but if the ico team can be compact I think it can make ico a success. now there are many events if ico scam occurs because of internal factors in the company so if the team is willing to work hard I think it is a good step to achieving success ico.

I posted on this thread a while ago and mentioned that 90% of ICOs seem like a scam, then others even indicate that the 99% of projects are scam.

Here are some facts. Based on a real research that analysed the 1000+ discontinued projects their conclusion was this: While the vast majority of projects do never get completed, only 20% of projects are actually fraudulent. This number is of course still to high. But it is noteworthy that most projects at least start with the intention to create something.

Scam in the crypto world is a matter of great concern as it is the major controversy surrounding ICO projects right now. There is a great need to attend to this issues right about now, unless the scam issue will continue to chase away investors in cryptocurrency.  A lot of investors have lost huge amount of money investing in scam projects and these therefore make seem to other investors willing to invest too to see crypto as a waste of time. In as much as in yhe believe on the system, negativity about the system might cause it not to grow further.

Just try to apply the verification process to the ico issuer and that will have fixed all of the problems with the scam developers. Remember about most of these scammer will not to do that to reveal their identity that means we can get real developers from this method.

That is already what most projects are doing. However, a lot of things depends on the community, no community, no projects. The projects need that investors would not be silent, but would be active and spreading the word around.
Currently, contributors see that everything is dropping and no motivation for any activity.
Sometimes, project does not want to become scam, but they simply run out of money, as they been greedy and did not fix anything to the fiat. However, there are still many fake projects, which just do want to gather money and run away.

Also, hard to implement such kind of strategy because there will always be gullible users that are attracted with good promises even they have the doubt that it might be a scam one. They continue to invest even with that hint of doubt because they are thinking that they can get rich out of it.

They look promising as they can hide their real intentions to us. It is makes a hard way for us to determine those project especially when they are run by high profiled persons.
I've been in bounty before and being an investors sometimes and it is really profitable but it came into the point(last year) that many project arise with full of scam. It is really disgusting and it give us doubts for participating them, and also making a way not to trust for ICO.

DYOR has been forgotten by most of the investors. They are blinded by the promise of these projects and on how big would be their ROI when the projects road map has been followed. Stopping the scam ICO in the market is possible if most of the investors will stop investing to scam projects.

We all want a stop to scam ICO but I don't want an ICO to do this for us, an ICO to stop ICO scamming people, why not do it for the community at your own cost and not at members cost, investors are fed up feeding them new ICO and you present your own ICO, nope it's to risky to invest now.

The main reason why I am investing in ICOs is the working product, or at least an MVP. Tons of ICOs are holding their sale and the only thing that they can show investors is their whitepaper. No wonder that such projects cannot even collect their soft cap.

Hard to stop scamming here, so the investors opted to stop investing or shift their investment to IEO which is much safer and the results is fast, there's no point of staging ICO anymore, the proof are the good projects that failed to reach it's softcap.

it's very difficult to see a really good ico. even when we feel the project is very good sometimes it also ends scams. it's very boring, when this problem cannot be resolved immediately.
It really can be annoying mate, and the IEO project that would have guaranteed us this safety seems to be already be taking advantage of the weakness we have in the system, the only little help we can do for our self now is just keep researching till we see one that will benefit us, even if its 1 ICO in a year, it is better to participate in that one than to gather bunch of ICOs that gives us unnecessary financial freedom hope and end up abandoning us in the long run.

I know that STO are no saints too but I think it may still be the best option for now if we are to participate in a genuine crowd funding projects and I see STO as being more relevant to hunters than IEO too.

I am not impressed by any all of these, there have been a project called bitdepositary, it is purported to be fighting scam but its operations has not in anyway fight scam but the project itself is very close to what can be termed as a scam project so to fight scam I think it can be done more effectively individually by being deligent and doing necessary assignments

No one is interested in buying any ico because most ico are scam, project without ico always look good and later do well unlike project that do ico. Ico to me is just like a scam because they will waste time and still do the worse after their ico.i believe in project without ico because they are ready to do the best to get their coin listed on good exchange. You do not need to create a new project to detect any scam ICO. The only thing you need to do is to invest some time in investigating projects and do not simply invest in every ICO that is live on the market. Be more careful and you won't take part in scams.

Scam is everywhere and not just only on cryptocurrency market but all of the market exists has those kind of scams.In trading systems scam is always there and we can stop them but we can probably prevent.And not the market is the scam but the projects that are here maybe the problems and scam are coming from them.

I don't see this scammers backing  out of scamming or launching scam projects every now and then, as it is their source of income, if you don't want to fall victim, you will have to be diligent to analyse project and determine whether it is worth investment or not. Only you can help yourself out to prevent being scammed, since no regulations have been put in place to regulate ICOs.
At the rate of which scam is increasing in the crypto world, a regulation would be of great importance. Can't let scammers ruin cryptocurrency for the the world.

Great Idea but the big question mark is how would you do it. is there any mechanism to avoid it early and the scambugs  will be criminally liable. no other entity can do that But its only the government, Like my country was already impose a regulation regarding ICO and the team's identity are all known. exactly to be held criminally liable in case of any fraud attemp.

Already there is platforms supporting ICO launch they are having proper verification some of Them are Coss , KickICO , recently Kucoin also started to launch ICO . Here in 2017 and 2018 lots of ICO collected more than softcap not even bother to implement solution . One major example of biggest disaster was hero ( Pawnhero) Raised 45 Million and disappeared. This project got succeeded because in official website they shown its funded by Alibaba and Softbank.

Most times MVP is not the true test of a good project. I have seen projects that   proclaimed to have MVP or truly have the MVP, but at the end end up being scam.
Some of them, after acquiring the needed money, they forget about further development of the project.

You are right, mere warning them verbally would not make them go away, but there are so many things that we all need to put together to make this happen, one of it is what OP has done and like you rightly advised, we people participating in these ICOs too needs to watch out for the bad ones.

We need not to be greedy about our investment, since sometimes, it can still be difficult to get a good one, no matter the analysis we do, so the best bet is to really make sure that we only invest a little amount we can afford to lose per project, at least, not all projects will fail at once provided we don’t keep all our eggs in on basket.

The trust is there when indeed their project is transparent and also addresses the seriousness of the development of their project because without this people's trust will not be able to grow. plus ico itself is no longer a big interest for investors because of the bad image

But we can still do something especially if we saw a scam project better to report it right away so we can help bounty hunters and even investors not to lose money and time. Stopping an scam ICO is not easy, there are times that it looks like a real project and after many months in turns out to become a scam so try to invest on coins that are already in the market than to new coins and still on the pre-ico level.

See if the team can deliver what they promise in whitepaper, see the tech behind the project and the fund that they have to get the project to the end.

Many will likely to invest in your project if your team can assure first that your project is not scam. If they have assurance then many will surely support your project as no one likes to be scammed.

Many have been thinking the same with you already but they were unable to stop or even minimize this kind of activity. you are right, there must be a limit to the new ICO project and that will determine the fewer project scams. where the regulations made by the state will be the law that the project can scam. the regulation becomes important as a tool to control ICO projects in a country. hence from that the role of the government becomes very important, and the current situation is not many of the governments that pay attention to that.

Transparency is the best option. If you can't verify the people running the ICO are real and not hiding behind stock photos then it's  safe to say don't  invest.

It's very simple to stop scams:

- Understand the basic principles behind cryptocurrency, for what it was created, understand its philosophy
- Do your own research before doing ANYTHING in crypto
- Do not support them
- Do not buy them
- Do not waste your time with them (only to uncover their scam to the community, if necessary)

Eventually, they will dehydrate themselves.

Well, the simple solution is stop investing in ICO. Do not participate in any of the ICO since the name has a sought of curse attached to itself. Better invest in the top coins or try your luck in IEO. They are the best alternatives of ICO and make sure you do not get scammed which is how their capture more and more market. ICO’s days are over now and yeah they scammed people with their millions of dollars, IEO now is an interesting spot to be explored and invest.

When people will be switching over to IEO completely, scammers in ICO may go jobless. I guess this is the only way on-which we may stop scammers in ICO field. But, it may take some months to years of time too as there are people who are still investing in ICOs.

It not completely eliminated, the rate at which people are being scammed should be reduced. People willing to adopt the system, want to be  sure, it is safe and promising for them. Indeed.  Thats should be the best way to combat scammers but there are still hard headed investors and bounty hunters that will keep on joining the ico that they see and they will blindly follow their instinc . scammers can be detected and theyl be stop but not totally because scammers are too many   .   some cant be take down permanently because even if you bust their site or accounts , they can still create a new one and they will scam again .

IEOs in the crypto space has actually reduced this thing but there are still many ICOs being conducted in the market that may try to scam people. Some people are still doubting that IEOs also may start scam its investors by listing fake projects into IEO platforms. No one could ignore as scammers may join exchange operators to do so.
Yes, it is time for IEO to replace ICOs in the crypto space, though a lot of people say that the two platform are the same, but I don't believe that because I have invested in both, the big difference between ICO and IEO is that IEO is being controlled and ram by big exchanges that have made name and built trust for themselves, this way investors would have more confidence in the project because they know that this exchanges will make sure they monitor those projects since they want to project their reputation by all cost.

certainly not easy in eradicating scam projects especially those that are easy to enter the market because projects like that can amount to tens or hundreds so that many people become confused between the original and the scam if we can be vigilant, surely we can choose the right project.
such a project can immediately disappear.

I think that identifying scams should be the primary task for anyone who chooses to contact ICO. There are too many ICOs on the market, too much scam, too many bad projects, therefore it is better to invest in IOE.

for now I also prefer to invest in the IEO because it has more potential to benefit compared to ICO because currently most ICOs are fraudulent or fail.
and our duty is to help spread the deceptive ICO so that people will get to know the problematic ICO.

This is most important think scam ico is the real problems in the crypto market. For scam ico, many investors have lost their money and are still missing. At this time a lot of investor lost only for scam ico. So finding out scam ico and extracting these from the crypto market is indispensable.

There are always opportunities for scam, this is what makes investors and we have to be vigilant, too many projects that promise big profits, but if it doesn't make sense then that is a sign of a scam.

For the fact that we have seen so many IEOs succeed, does not mean that investors cannot be scammed. We have to be careful when participating in IEOs as well, because there are some newly lunched exchanges, that are out there in the crypto psace, looking for investors to scam. Most of them have fake volumes, so they lure traders and investors with their fake volume and trading bots.

there are always fraudsters everywhere, especially in the internet world, so it can be said that it is impossible to stop ICO scam.
but actually this can be minimized if the ICO-making regulations are tightened so that fraudsters will have difficulty making ICO.

Of course, legal issues for the market and the company are quite an important fragment for successful business.  But I would also like a certain structure to be created that could guarantee depositors a refund of their funds.  That is, you need to come up with such a system when investments can be insured.

Scammers are the most active in the ICO market as there is no regulation on this. But, if we talk about the regulation on the ICO then the question arise here who can impose the rules and how? As, the blockchain is working totally in a decentralized way so, no regulation can be formulate on this. That's why a little or more scam can't be avoided.

If we are talking here at bitcointalk, there are actually a lot of people who does review fake projects and see if they're real. There are also a few threads I found before listing scam projects. But no matter how we keep track of them, there are still some projects that will look legitimate at first but in the end becomes a scam.

Implementing regulation can help but scammers always find ways so the best thing is thorough investigation on each project.

It seems to me that for the implementation of new projects, the developers themselves must have certain funds to guarantee the return of funds by the investor if the project fails.  It is necessary to create something like an insurance policy for new projects, which I must provide during the registration of a new company.  Perhaps in this way it will be possible to scare off fraudsters from this field of activity.
