Only the current implementation needs Internet.In Finland somebody is already broadcasting the blockchain and transactions over a subchannel of the terrestial TV signal. Jeff Garzik (IIRC) was working on a satellite broadcasting of the Bitcoin blocks and transactions. One could send own transactions to the uplink center for broadcasting via a slow POTS modem, carrier pigeons carrying microSD cards or even printed as a QR codes on a postcard. So the Internet requirement is just a current implementation restriction. Edit: couple of years ago we were discussing here multicasting via a moon bounce (EME). Search for it. People who understand the technology actually know that Bitcoin protocol is somewhat inefficient emulation of a global broadcast medium using peer-to-peer gossip protocol. Actually bitcoin need a biggest network but not necessarily that's internet.
