They were strongly encouraged to take contraceptives as part of a (very aggressive) government-run planned-parenthood program, which specifically targeted African migrants with little education and a low socioeconomic status. I remind you that this particular group of African migrants you're referring to is actually considered Jewish under Israeli law. They were brought to Israel from Ethiopia, and automatically given citizenship and government housing. Paying people pennies via twitter is interesting, but you at minimum need online wallet. That idea is 100% no-go if someone has to download the client, etc.
