Actually more of the exchange is now required KYC for using it. there are just exchange that you can still use for a  small limit but in order for you to widraw higher amount you need to comply and pass the requirements they ask for verification process.

They cannot track all the transaction but you also need to convert it in Fiat in order to use the money you own in crypto currency which you need to use crypto exchange or P2P that also asking for verification.

You are saying just exchange their money to USD instead of using their money to invest in crypto currency such as bitcoin . The adoption increase in that country because of the problem of their own currency and why they should support other countries Currency without recieving anything in return? They choose crypto currency as investment not to for storing currencylike what you want them to do for buying USDT.

It's always depend on the return  you are looking that's why many choose to use altcoin because they are looking for 100% gain or more which Is hard to get if you will only choose Bitcoin .its possible however it takes time to get that gain.

Upon checking on CMC the price right now is 7.54$ which is near in the price OP mention. If the altcoin season continue they can really break that price however if the market fall ,then it will take longer to break it and we need to wait another altcoin seasons to see it happen. You can set your fees before sending I don't think fee will be a big problem in BTC. Since you can see the fees you need to be paid before sending transactions.

And for bch if you are early supporters of that currency you are still at lost right now. So I cannot suggest to buy or use it as alternative to Bitcoin and in terms of use cases bch is too far from BTC.

Other problem is security of the money deposit in that particular exchange government already know that exchange is prone with hacking so it's not that safe to stored your money there .another thing they need to also prepare a lot of cash ready to widraw any time that  there are persons want to cash out in Fiat.
