I made a mistake in my previous post. Were my assumption of equal chances of winning and losing correct, the house edge would be 7.5 %, not 15 %.
However, it seems like the hexadecimal digits A, C and E are not considered to be even numbers. This means that the chance of winning is actually 31.25 % instead of the claimed 50 % and the house edge is approximately 42 %.
