I do not think that it is possible make wallet in Linux, which works also in Windows. The only way, which you can use is to install virtual machine in your Linux, then install Windows, and in Windows install wallet. Virtual machine soft you can find through Google search.

I think bicointrezor is the best device for BTC wallet security. With time, can be some problems with electronical parts in this device - I think after ~ 10 years, but you can change device after let say 8 years.

Transaction fee is not high. If you make small BTC transfer, then fee is too high. You can try to pay smaller fee, but the question then will be - when transfer will arrive. With standart fee 0.0001 BTC, transfer go instantly.

I do not think that USB stick is safe wallet - there can be a lot of problems. For example, there are viruses, that use USB stick. And if you use one Linux OS - you can use only that one Linux OS, so you can not use USB stick in other machines with different OS then.
