Yes of course, Cryptocurrency is money and all money and real estate can go together.
Regarding the ICO I would say, it depends on the promoters and the key persons behind along with their expertise and previous experience or successful projects, to predict it will be a profitable venture or not. But the dividend part is little suspicious as it appears they are too keen on getting investments and if there is no proper roadmap on how the dividends will come from, it's better to stay away.

A somewhat lottery, where winner is guaranteed when a specific sum is met. We know that there are a couple out there, but we think that they are kinda shady.

I don't think it will be so easy to fool the feedback mechanism. It will raise an alarm. Instead, pay someone who has history of purchase in fiverr and ask him/her to order a gig. Avoid feedback from brand new accounts. Never exchange feedback.
As for your logic, it's their business and have their own algorithm, not necessary they have to abide by your logic to survive, rather its you who have to follow their rules if you wan to survive.

Are you kidding or spamming the forum? Yes, it would have been better if the campaign was managed by someone more experienced, but that is the choice of the developers to decide. All experienced members started from a certain point of time and it is too early to conclude that the present manager will turn out to be incapable.

What will be your exact expertise in it? Jst installing wordpress and adding up the pages and menu or will you be providing contents and images as well? Because adding pages and menu is not a big deal when using WordPress, as it can usually be installed from the cpanel of most hosts and it's self explanatory if not used for complicated sites.

First thing first, we would love to know about your successful projects before. Regarding pagerank, bog G has long ago hidden the pagerank from public. For many years it was not updated in public until they announced that even the PR api unavailable for anyone. There are speculations however that the pagerank algorithm is still there and Google uses it as a secret factor for ranking pages.
To get a mathematician to decode the algorithm which is not in public domain would require someone who can hack the Google database and it may take upto generations to get them, and even by the time they achieve to get them, perhaps it will be a part of pre historic relevance.
Since you are planning something akin to Google, instead of copying it, why can't you think out of the box and and bring out something better than them with your own algorithm not dependant on any third party search engines?
