Yes, but you'll be very lucky to find people here who will sell you coins for PP because of possible chargebacks. If you want to use PP to buy coins, buy from ebay, but be prepared to pay a premium.

Well it depends. Is this address to be verified that they actually live there? Easy to rent a place out for a week or whatever, commit frauds which have items and coins sent to this address, then they take off. Of course, I would feel more confident dealing with somebody who I knew several real-world details about, but some people prefer their anonymity, so I respect that too. It's all about assessing the risk and trying to cover your back. You can never be 100% safe. I've also seen people scammed recently where the scammers sent their IDs and "proof" of their addresses etc.

My answer to the poll is yes, it increases my confidence, but not 100%.

Well you can say illegal drugs are "regulated" then because there's people making their own drugs. Regulation in this sense means the government takes a little and passes laws to try make it "safe" and "all above board". And Bitcoin is anonymous if you want it to be.

Illegal drugs cannot be regulated on a global scale like Bitcoin is.
