Governments cannot argue that Bitcoin isn't regulated, when infact it is decentralized by the people and for the people -- therefor Bitcoin is indeed regulated without the need of Government issued currency/control.

Well you can say illegal drugs are "regulated" then because there's people making their own drugs. Regulation in this sense means that the government(s) take their cut and pass laws to try make it "safe", "taxable" and "all above board". And Bitcoin is anonymous if you want it to be.
