NEO is good project and it will play role in China. Take, for example, google, ebay, amazon etc. all prohibited in China. NEO is set to play important role in Chinese blockchain industry instead something bad happens.

I think it is safe. We have a better choice of stable coins and this helps because it lifts weight from USDT to other projects and helps investors to diversify their portfolio in stablecoins.

In most cases yes - altcoins are useless but today they can act as testing zone for scalability, privacy, smart contracts etc. All the best features will be implemented into the biggest names (like BTC and ETH).

Bounties ended badly with ICO's which raised a lot of money and wasted almost all of them. Buyers of ICO tokens are raped and they have learned a lesson in a hard way.
We will see what will happen in the next bull run but the trend is pointing to initial exchange offerings (IEO). You can profit, for example, if you own Liquid token and they are doing IEO. You can enter only by having liquid tokens on their exchange. The same is with Binance and Bittrex will start IEO platforms as well.

Of course, one can say that everything I described you can do on facebook with maximum reach of audience. But it is limited. You can, say, chech on "going" and visit, for example, exhibition. But, let's say, next weekend you want to go to cinema and watch Fellini or whatever. You will earn more and more points participating in culture. You will grow status and later exchange your points for discount, or will be able to host your own events.

Why exactly do you want to do this with a dApp? What are the benefits of doing this via a dApp versus just developing a regular mobile app?
I'd suggest looking for highly rated freelancers and let them develop this for you, if you have a budget for this of course.

I don't quite understand the 'scan' part. What would they be scanning exactly? Tickets for events?

I explained my idea not very well as I have only some sketched ideas. The central part of the project is not app or dapp. I would like to create a platform where cultural institutions: museums, thetres, art galleries, cinema etc. would like to reward their visitors. The more you consume in culture, more you get from platform. I would like to give power not only to institutions but to users who are the active participants. It is not easy to develop from the very start because I don't know if institutions would like to give rewards to their visitors but it will benefit institutions and culture as well as more and more users will participate. Of course I need to develop my idea more clearly but sketches are as I discussed above. Why decentralized way? Because I want to give power to all participants and to create network effect - more institutions, more users, more events and more benefits for culture as a whole. It is kind of social cultural network. You can host event and you can promote your event or institution and to reach audience. But I don't want ICO and I don't want to create new crypto. However, funding is needed to start.

I have an idea to create a mobile dapp on android and ios to allow users to earn points and convert them to tickets for cultural events. Later I want to expand it in tourism industry.
The idea is simple, use dapp, discover historical objects or associated places with known historical figures, scan and earn points. Points can be exchanged in dapp to buy cheaper tickets for cultural events (city guide, concerts, exhibitions etc.).

The best strategy is to wait and see. It is better not to risk now because situation of crypto market is uncertain. I think that dip in BTC to 3500 USD is still on play but it can happen next year. But I'm sure that BTC will pump again with next halving. It always worked in the past, why this time should be different?
