Потому что только 4 пока что было.

Причём если биржу перезапустить не получалось во всех случаях владельцы присваивали средства клиентов и исчезали, с молчаливого одобрения правительств.

Исключение - биржи под юрисдикцией США, те даже взламывать не пытаются, потому что знают силу аппаратных закладок АНБ и политику американского правительства в отношении граждан под его защитой. Кидать там не дадут, обязательно найдут и жёстко накажут за это.
А что такое перезапустить биржу?
Признать всех потерпевших акционерами биржи и платить им прибыль с комиссий Grin Но если посчитать, то комиссий не хватит за ЗП огромного персонала, оплаты IT структуры и других расходов. Если биржа не будет хомячить клиентов, думаю это не выгодно.
А с наказанием в США жестко, ты прав. Если слышал о Сергее(Police Dog), который отсидел почти 10ку в РБ за хаки в США, теперь боится выехать из МСК. В США ему светит намного больше. Их фемида чужого суда не признает.

I've been a freelancer for a year, and I can tell you, the money (in general) is great, but the challenges of being "outside of the system" are there.

You want to get a bank loan to buy an apartment? No chance, you're a freelancer. Doesn't matter if you have enough income and contracts to prove it, the bank doesn't want to take the risk.
You want to get a car leasing? Same deal.
Medical insurance? Welcome to hell Cheesy

I think that, to get the full benefits of the system, you would either need to be employed full time, or have your own company. Being a freelancer is just something in-between and quite a challenge.
If you cannot afford to buy a car without a loan or leasing from a bank, then you are not earning enough.
A self-employed or entrepreneur will always be not the best clients for banks, because they often go bankrupt.
Although I have a question for you, why are you having problems buying an apartment. For example, you pay 30% of the cost of the apartment, and the bank pays the rest. The apartment is pledged to the bank, and if you do not pay, the bank will sell your apartment and close your contract. Same thing with the car. In my country, banks give apartments to the unemployed with such conditions.

It depends on how people's brains are polluted with propaganda. In Nigeria, with a population of almost 250 million, less than 10% have tried CBDC, the rest use cryptocurrencies or stablecoins.
In Russia, there is a shadow exchange market in almost every major city. I think that the Europeans and Americans will not obey the bankers either.

Вы считаете, что это противоестественно? Они же публично заявляли, что будут конвертировать кучу стейблов в BUSD.
По BNB (Binance Coin) прям тоже сюрприз такой разве, что Binance - крупнейший (основной?) держатель? BNB же изначально применение своё единственное имел именно на одной конкретной бирже. Да про взаимосвязь с Binance целый доклад наверное написать можно, но, я думаю, эти цифры совершенно не удивительны.

In my own instinct, I had a feeling at some point in the future that MATIC might be having it’s own bull run momentum. It’s still way undervalued as of today.

More projects are using the Polygon blockchain nowadays. However, I also know that there will be no guarantees or promises that the big bull run of MATIC may happen or not.

As of this time, its still cheap to buy MATIC. If I have missed BNB’s big bull run back then, I think I cannot afford missing MATIC this time. But this is just speculation of course. I’ll just spend an amount that I can afford to lose.

What are your insights about this one after this latest move by the ETH whales in buying Polygon? Are they taking MATIC seriously now? Hmmm…..

The Government has done what has been long awaited of them to do since after FTX collapse, the government through the security and exchange commission bring and arrest Sam bank Man Fried to answer some question and face the law because no one is above the law.
The Sec need to step up their games in protecting every investor out there without this kind of delays in the future.

In general this is good for the entire crypto industry, and also will bring confidence to investors that invested in FXT and other cryptos that judgment is finally in.

This is probably one of the biggest attacks in freedom of bitcoin users in the USA. So, in a nutshell, there cannot be anonymous developers, neither usage of privacy preserving cryptocurrencies (e.g., Monero, ZCash). Instead, developers must register officially and have license to operate.

Wait, there's more bureaucratic, dystopian nonsense. As written in the bill, owners of digital kiosks (lol) shall report who they are every once in a while. Running a node (Bitcoin full node, LN node etc.) is illegal otherwise. Specifically, according to the 6th page, you must submit your name, phone number, physical address and date of birth to the provided government-issued form every once in 3 months. A year after this bill is approved, the FINCEN ought to identify unlicensed node operators, and the DEA shall issue a report identifying recommendations to node operators to reduce drug trafficking.

Absolutely ridiculously oppressive. I hope the rest politicians disapprove this. I'm not in the USA, but I'm feeling that a sufficient part of the republican party won't pass this on, even though republicans are fine with government spending and other such nonsense nowadays. Ironically, one of the authors of this bill, Roger Marshall, is a republican.

Если честно, то рад когда закрывают различного рода мошенников и манипуляторов. Если бы тот же самый Сэм Бэнкман-Фрид не был таким жадным, то мог жить безбедно лишь на комиссию с биржи, т.к. FTX действительно стала хорошей биржей (по крайней мере до этого инцидента она меня полностью устраивала), но ему видимо этого казалось мало. Надеюсь его зароют далеко и надолго, чтобы другим криптодеятелям не повадно было заниматься мошенничеством. 
Может мои слова покажутся двусмысленными, но чему радоваться? Кучерявый полезный идиот, которому банан дал хорошие ресурсы, чтобы он построил биржу, а банан решил вопросы в US.
Последнее время он очень много говорил лишнего, его и закрыли подальше, чтобы помалкивал. Все физическое имущество отберут, а он использованный материал, который для большинства живым не нужен.

Outgoing secretary-general of Financial Stability Board (FSB) stated that the body plans to roll out crypto regulations swiftly in 2023.
Dietrich Domanski said that the FSB will set a timeline for regulators to discuss and implement its first recommendations on global crypto regulation.
The body will also outline several areas of the crypto space where policymakers could benefit from “more clarity” before making rules.
The crypto regulation strategy “shows clearly what the way forward (for crypto) regulation looks like,” said Domanski.
