China and Russia won't get rid of US treasure bills. First of all they would need to sell them and it might not be profitable for them. Impact on dollar could be high if China would do that too. Otherwise China would be probably biggest buyer.

Only ethical and logical tax there is out there is VAT. We can rise it on stupid stuff like jet skis and lower it on food .

Income tax and other kind of taxes are only so people won't be aware how much they are paying to government in total. It works because people panic much more when VAT goes up then when capital tax is going up.  Of course it creates a lot of difficulties when you need to pay taxes. (it even creates such a weird job like tax adviser). With one kind of tax it would be much cheaper to process and much more transparent.

Right now there are institutions that taking high fees from little people. I don't think income difference is same thing as cast system. For cast system you need to regulate it by law and execute it by force. I looks a bit like it in US since bankers get money from government from taxes of little people and little people get completely ignored after mass protests around the country. It was regulated by law in some way.

Altcoin and bitcoin will make bank system much weaker.

Well whole point of free market of altcoins is this best one is going to stay, bad ones is going to die.

Still I'm not sure if all of this coins are completely dead, but yeah, without support from developers or with better alternatives (and we have a lot of them right now) coin might go lower and lower. Still even though prices are low, there are still people who are hoping they are going to buy cheap now and sell high later.
