There is only one major difference between USA and USSR. Constitution of USA doesn't provide a right to secede, while USSR constitution provided a possibility of such procedure. This difference makes a peaceful dissolution almost impossible.

Lukashenko participated during the recent nuclear shield drills, saying that he was happy about what he saw and implying that such shield also guarantees the safety and sovereignty of Belarus from external (Western) aggression, Belarus is active in the customs union. The population there is not deprived of their rights. Ukraine was jumping between two seats, and finally fell between both. People there, after years of neglect instability and bullying from the government decided that enough is enough and took the fate into their own hands.
