Its hard to say because some of the site outages still exist however a couple weeks ago the admin was online and he fixed many of the issues. I don't think its a scam but I really think the owner is being very negligible. And when it comes to other's people money, that's never a good thing.
I don't understand why they don't hire staff. Around the world there are people willing to work at almost any rates, and it would really help this site.

What is the name of this country? and then this part of the sentence "if not then filing a court order is useless and he will waste more money by hiring an attorney." is irrelevant. because you said "yes" that they are in the same country.
