It's a promising/smart move from Binance. From the blog post, it appears users can buy/sell, view balances and get deposit addresses but they're not allowed to withdraw anything ^{[in other words, more added traffic for binance in the long run]}.

I'm not a brave user but checked their "website" and it says in the future they'll allow users to directly withdraw their BAT instead of supporting the creators so until that's implemented, I don't think this partnership will have a significant impact on BAT.
