На мой взгляд, вероятное развитие событий состоит в том, что многие государства легализуют выборочные крипто-решения, которые они (государства) могут контролировать и собирать с них налоги. Именно эти на базе этой "разрешенной" крипты и будут работать те инструменты оплаты, которые находятся в правовом поле.
И наоборот, все что не поддается контролю, будет уходить "в тень", и с такими решениями будут бороться на государственном уровне.

Как только государство примется контролировать платежи и перечисления и введет(создаст) для этого свою криптомонету мы получим централизованное управление,а это противоречит основному принципу криптографии - децентрализации. Не думаю что рынок растет из-за новостей о либре. Скорее всего это просто цикличность и начался новый этап роста биткоина. Не либра, не телега не смогу так рынок разворачивать Под этот цикл роста рынка как раз выходят новые проекты, еще и таких большие как Либра. Думаю Телеграм все же до осени выпустит свою монету.
