I really think that it is only reasonable to lower the pay rates because the value of Bitcoin is rising progressively throught out the years , but some of the people espeically faucet owners abuse it, claiming satoshis in Faucets are not worth it anymore and is a waste of time. Banks are by no means an official institution of the government, yes their are some ran by the government but most of them are only regulated by their own respective central banks per country.
