The gist appears to be some scheme to raise the price of bitcoins by adding double zero's to all transactions on May 12 2012. Unfortunately he is only informing Non-English speakers.
It could be some type of PsyOP by a shadow government to further Agenda 21!

This location is very progressive for businesses and currently there is a large underground economy. A center that will monitor and act as a clearinghouse for private lending opened in Wenzhou, Zhejiang province, on Thursday under a 12-point pilot plan to reform the city's financial industry. The center is intended to bring Wenzhou's huge, unquantified "shadow banking" system into the light of day. It has 6 million yuan ($952,000) in registered capital and 22 investors, both individuals and institutions. It will gather, process and disseminate private lending-related information, register private loans and provide credit ratings. The entity, to be supervised by Wenzhou's financial regulators, rents office space to private lenders. So far, seven institutions have leased space. The center requires borrowers and lenders to submit bank transfer receipts and contracts after a loan deal is conducted through the center. "Existence of the center will make private lending traceable and prevent a build-up of risks," said Zhou Dewen, chairman of the Wenzhou Small and Medium-sized Enterprises Development Association. You did outbid liquidx ($650 in current BTC for just 2 good cards), buyer chose to sell to liquidx instead. It happens on hear all of the time. SSN, EIN, TIN are generated by the same computer system, the numbers do not overlap. If I open a business and get an EIN (no need to be a corporation, though corporations are people) and then present it to those asking for an SSN there is no way for them to know it is not an SSN. And as for TIN's anyone can ask for those, they hand them out like candy. Not to worry though, the National ID Card will change all of that greyness and screw us all equally. Now that DeathAndTaxes has relinquished his prized avatar, are we going to have to bear seeing a Seasonic avatar?

It will keep Bitcoins a hobby while these cards become the new currency. While it may be progress, I see it as backwards progress and not forward progress for Bitcoins. I opened a bank account without using my SSN, so an SSN is not a requirement.

Using 2.4.0 there seemed to be a lot of rejected, greater than 10% of accepted. I switched to 2.4.1 and now the rejected rate is less than 5% of accepted. Efficiency is 30% on average, a 50% increase over 2.3.2 with identical settings while hashing on p2pool. So far so good.
