I think it can. in some countries Bitcoin is prohibited from being used for some reason. but I think it's pretty hard to stop Bitcoin. as some developed countries have legalized Bitocoin as well as more and more users now. Well, on my opinion about that mate, if I have money to win back my lose , why not? If you are constantly finding yourself on the back foot and always chasing after previous losses maybe you should start looking at your initial bets and what may be wrong with them. If the chasing proves successful you should perhaps have that mentality when you start betting so you'd be on the upside from the get-go  .
