When you fraudulently pay for something, the merchant is left with the charge back. Now depending on how badly you piss someone off this could lead to further investigations being launched. I would never trust an .onion site with my money to be honest. You never know when they could up & run away. I'm not saying all .onion sites are scams but there's no authority for them to report to if something goes wrong.

Need a little bit more details, by file server what do you mean? Do you mean that the files would be accessible on a LAN or WLAN? However, to start off with I would use Linux Mint. I loved the GUI for this and it was my first step into running a server for my projects.
