You can download the Bitcoin bootstrap torrent to speed up the process of syncing. The torrent will speed up the process, however it won't complete instantly.

You would need to comply to your countries laws. Although, I believe most countries don't have any restrictions on age for trading Bitcoin. However, exchanges and other sites may have legal requirements to restrict/prevent minors from trading Bitcoin, this will be seen on their TOS.

However, I'm not familar with localbitcoins TOS, and can't tell you if it's allowed to trade as a minor on that site. However, what concerns me is at your age. You could potentially be breaking paypal TOS. Unless, other countries have different TOS regarding Paypal. But, in the UK only 18 years and older can register to Paypal.

Although, like others have suggested; Don't use Paypal to trade with Bitcoin, chargebacks can be done up to 180 days I believe. (it might be more)

I was hoping someone brought this up, it's a valid point and I've touched upon in some of my discussions, I don't have any arguments against it. It seems whenever I've brought this up, people seem to brush it off and tell me "Don't be so silly".

I would buy more, but I've hit my bank limit. What a shame.

Recently, I saw a similar question over at reddit, which made me think about it again, and maybe ask fellow Bitcoiners the same question, as most of the answers & discussions were trolling and you know Bitcoiners are suppose to be smarter than the average joe....(?)

I don't just blame the people who make them, I blame everyone taking part in them. Most people know exactly what they are and how they work. They don't care if they are promoting a scam scheme, as long as they get their money back. I tend to think any gambling is stupid, but Ponzi schemes are one leap beyond stupid.

They aren't holding you back, you are holding yourself back, for not following the guidelines of the forum. It doesn't matter how much of an asset you are to the community, if you don't follow the guidelines you are going to be treated the same as any other person who has not followed the guidelines.

If any accounts that he previously used have been banned, then this could be considered as ban evasion as he has posted outside of meta.

If you don't get a response in a reasonable time, then you should take that as a no to your request/question.

Like I stated, it may well be for genuine reasons. However, the main point is there is no collateral involved. Are your hosting fees payable in Bitcoin only? If so, what is stopping you from buying Bitcoin from a exchange?

Although this might be a genuine reason: Offering no collateral is genuinely a no go, no matter what rank, or past reputation. Are you 100% sure you haven't got any collateral what so ever?
