No, return to is only a "Complete what you're doing but don't change rules". So it's not like a stop loss (sell all buy all) but just a "stop ping creation and complete current tasks"
That means that recalculation will occurs according to your parameters, as usual.

maybe your xml file is too old and CAT should gives warning about that.
I suggest to set again http post options and save a new xml file.

I've changes too much things in xml routines : only parameters could be loaded from an old xml file.
Orders can't be restored (too much efford to make a retro-compatible version, sorry, i'm not bitcoin core dev, i like hardfork sometimes  )

you can try to set the PING LIMIT (with ADEQUATE = TRUE) Never Create OrderType PING Over your last Order Type Price - X%

to remove small orders you can use FILTER parameters.
So cat will discard book orders BEFORE Calculate new prices

- you can set % GAIN To 999%
- Decheck "Always create pong order"
- Set DUST TRADES to QTY 9999999 (so you will discard any trade)

in that Case the PONG part is disabled.

Then you only need to play with the sell pool options
