No that is not true. There are many choices people have whom have been mistreated for no good reason here.

If there are not valid transparent reasons for his decision then this could be a scam and he could be a scammer.

1. Bounties now make up a considerable proportion of the minting in some cases. Therefore unfair treatment of persons during a sig campaign is unfair distribution.
2. Unfair distributional methods means the project is a scam as we know.
It is not a bounty, it's a just another signature campaign. I am not sure what are you think about unfair distribution. I see in OP very clear payments rate, counting and payments day is also clearly defined. Also, regulations about posts are clear.
If someone thinks that is not fair distribution or payments rate, he does not need to applicate. It is simply
Until full and transparent disclosure is given for at least each hero and legend that have been rejected (and members of lower rank if they have a good post history) that looks to have a reasonable post history and even more so if they are know BB community members I will be branding this person a possible scammer. What reasons would you have to deny these persons entry? makes no sense for the project. If it makes no sense there is generally something dubious about the actions of the person.
I know a lot of Hero/Legendary accounts who's bust his ranking only with a bounty report link posts(before merit system ranking). Rank is no matter if the campaign has opened slots for the lower rank members.
If you find members and you have proof that they are a scammer, you are welcome to report him. The community will be grateful for your job.
I will also make a full thread dedicated to these suspect decisions and will direct any projects I notice interested in his services to that thread with the full knowledge they are hiring someone who will taint their project from the offset.
Not being able to be part of bounty campaign is like not being able to mine or take part in an ico there must be clear and transparent rules for all.
I only hope Tonych will look into this before it becomes a main board issue.

p.s. I am not a campaign manager, just participate in byteball signature campaign. I hold also gbyte, but I think that does not condition to participate here.
