Its easy: on windows and linux is very similar.

1. Run votecoind
2. on second terminal.. cd into Votecoin dir
3. then straight from the command line where votecoin-cli is found
c:\votecoin>votecoin-cli getbalance
or
votecoin$ votecoin-cli getbalance

and voila!

In my professional opinion this is not fully possible.

Seems mathematically doomed, this could be a dream come true, or a very ingenious path I can not see, or total bs.

Probably as $0.60~0.99 cents? (ether to fiat is not cheap,)
so after $10 amount in Ether
you would get $8.85 amount in usd or even less.
