ну я так понял сервис собирает все Bounty в кучу

По моему мнению, основной спад идет из-за того что фонды и инвесторы зашедшие на ранних стадиях сливают токены, на фоне спада (по сути отрицательное поведение) все остальные так же начинают их сливать.
А так как проект не завершен, то спрос на токены не увеличивается, нет смысла их покупать, так как негде тратить.

Такую картины могут сами ICO править, вовремя поднимать цену на бирже,  скупая их с биржи создавая позитивный фактор.

Ну и как ранее писали, конечно было бы здорово, если проекты выходили бы на рынок уже с минимальным продуктом, что бы после выхода на биржу, можно было бы на токены хоть что-то купить, и не важно в таком случае нужен им блокчейн или нет.

Вообще должно быть достаточно любой документ из банка, подтверждающий ваш адрес.
Так же можно попробовать сделать скан одной квитанции за коммунальные платежи, где указаны ваши данные.
