This is very ineresting day, because Putin said, that ''Collapse of Soviet Union is the bigget geopolitical disaster in history'' and Russia is the heir (overtaker) of responsibility and duties of Soviet Union. Even the music of anthem is taken from Soviet Union  Grin

A couple of weeks ago, this column guardedly suggested that John Kerry’s day-long talks in Sochi with Vladimir Putin and his foreign minister, Sergei Lavrov, looked like a break in the clouds on numerous questions, primarily the Ukraine crisis. I saw no evidence that President Obama’s secretary of state had suddenly developed a sensible, post-imperium foreign strategy consonant with a new era. It was force of circumstance. It was the 21st century doing its work.

This work will get done, cleanly and peaceably or otherwise.

Sochi, an unexpected development, suggested the prospect of cleanliness and peace. But events since suggest that otherwise is more likely to prove the case. It is hard to say because it is hard to see, but our policy cliques may be gradually wading into very deep water in Ukraine.

Ever since the 2001 attacks on New York and Washington, reality itself has come to seem up for grabs. Karl Rove, a diabolically competent political infighter but of no discernible intellectual weight, may have been prescient when he told us to forget our pedestrian notions of reality—real live reality. Empires create their own, he said, and we’re an empire now.

The Ukraine crisis reminds us that the pathology is not limited to the peculiar dreamers who made policy during the Bush II administration, whose idea of reality was idealist beyond all logic. It is a late-imperial phenomenon that extends across the board. “Unprecedented” is considered a dangerous word in journalism, but it may describe the Obama administration’s furious efforts to manufacture a Ukraine narrative and our media’s incessant reproduction of all its fallacies.

At this point it is only sensible to turn everything that is said or shown in our media upside down and consider it a second time. Who could want to live in a world this much like Orwell’s or Huxley’s—the one obliterating reality by destroying language, the other by making historical reference a transgression?

Language and history: As argued several times in this space, these are the weapons we are not supposed to have.

Ukraine now gives us two fearsome examples of what I mean by inverted reason.

One, it has been raining reports of Russia’s renewed military presence in eastern Ukraine lately. One puts them down and asks, What does Washington have on the story board now, an escalation of American military involvement? A covert op? Let us watch.

Two, we hear ever-shriller charges that Moscow has mounted a dangerous, security-threatening propaganda campaign to destroy the truth—our truth, we can say. It is nothing short of “the weaponization of information,” we are provocatively warned. Let us be on notice: Our truth and our air are now as polluted with propaganda as during the Cold War decades, and the only apparent plan is to make it worse.

What do you mean with "state of emergency"? You are misunderstanding something. Give some link to law or at least publication, where is written about "state of emergency" AND mobilization!
I am using a juridical term "state of war" (военное положение) and my arguments ar 100% logical. Declaring state of war would be very unreasonable for Ukraine. Look for arguments in previous posts.

After skimming through Ukrainian Constitution I got this impression that the mobilization and lawful use of armed forces may occur only after the state of emergency (or state of war) had been declared. This subject is mentioned in article 85 (sections 9 and 31), and article 106 (section 20). Please feel free to correct me if I misinterpreted the data.

Thing is that Ukrainian army has pretty impressive human potential: up to one million reserve personnel might be called to arms, and how much are currently deployed on the east? 50.000? While the alleged Russian invasion is underway? Ukraine lost Crimea and pretty big chunk of the land in Donbass, but formally speaking situation is completely normal. Surely this doesn't sound right, don't you agree? Do you trust Poroshenko and Yatsenyuk?

That means, that in case of failure of peace plan, Turchinov will initiate martial law.. There are thousands of Russian soldiers and hundreds of Russian army armored vehicles in Ukraine. It is too obvious for all world already.

About human potential...
You are right. The potential is impressive, but during last years (during time of Janukovich), the army was catastrophically weakened - the biggest part of armored vehicles is out of order, or divided into parts and sold out. The Army of Russia is more than 6 time bigger and much better equipped. What a soldier with machine gun can do against Smerch (https://www.youtube.com/watch?v=VtFCsWeO1Lc) and hundreds of tanks?

One country occupies part of another country, killing people at their homeland and you call it "completely normal"?
Why shouldn't we trust Poroshenko? He is president for a very short time.. Let him work! He looks Ok to me. Yatsenyuk... well, he is rather emotional, and not as strong personality as Poroshenko.

State of emergency is not exactly the same thing as the state of war. Your arguments look pale comparing to dramatical claims that Russia is invading Ukraine. If this was true, and Poroshenko and his gang are refusing to declare state of emergency as necessary step towards the full mobilization and declaration of war - then this is an act of high treason.

Really? Then explain why Kiev isn't declaring state of emergency?

Highway M04 (http://en.wikipedia.org/wiki/Highway_M04_%28Ukraine%29) goes all the way from Znamianka to Izvaryne, and "M04 E40" marks can be found on Ukrainian controlled territory too. Those men aren't looking like regular Russian soldiers to me. Way too relaxed for someone who should know that they may be targeted by Ukrainian air force or artillery at any time - such tight column on full stop is a very juicy target. Inscriptions on cisterns are hardly a proof because besides Ukrainian, Russian language was also used in Ukrainian army - especially in units deployed in mostly Russian speaking eastern parts of the country.

If Kiev will declare the state of emergency (state of war) then

1. Russia would be very happy about that, because then they will finally have a very good reason to replay with the same.. And then officially the Ukraine would be the one, who starts war against Russia;

2. then by the law of Ukraine, the elections can't be held if there is a war going in Ukraine;

3. also this "status of ATO" (anti-terrorist operation) is very favourable for Ukraine, because Moscow still denies, that there are Russian soldiers in Ukraine.. and if it will continue like that, there will be time for re-arming (with help of other countries) Ukraine's armed forces. And if there are only separatists and terrorists in the E-Ukraine, then there can't be very big objections from Russia if they all are killed like mentally disturbed dogs Grin

In addition with thoughts laid out in this text I will summarize the SUCCESS and FAILURES of Ukraine Army (UA) in Donbass:

1) At the very beginning it was clear that Separatists were supported by Russia, giving them weapons, so the first attempt was to "close the border", BUT nobody thought that Russia will cross the red line and will shoot over the border with GRAD, so that was the 1st. big FAILURE;

2) The next step of ATO was based on assumption that "no no... it can't be, that russian tanks and other heavy combat vehicles will cross the border in big streams night and day". So ATO forces started to surround one town and city after another. They were rather successful, BUT Russia crossed the 2nd red line.

3) Ukrainians struggled hard - bombed one caravan of tanks, but at the same time 3 new crossed the border. UA still was successful.. And then came the epopee of white trucks. Under cover of "white truck operation", another red line crossing operation was started - regular army units were prepared for massive offensive. This lead to retreating of UA.

So every time the imperia of evil is one step forward, because nobody in ATO headquarters and also in NATO is ready for such an insolence and cruelty.

WHAT's NEXT?
Ukraine, Europa and whole world should FINALLY understand, what are they dealing with!!!

Will there be Russian jets in Ukraine and bombing with even more powerful missiles? - YES
Will there be dominance of Russian warships over UA marine? - YES
Will they go further and take other cities? - YES

Will they bomb Kiev and go to other countries? - probably YES.
The whole WORLD should prepare for the worst.

1) There is no such thing as "de facto war" defined by the constitution, there is only "state of emergency".
2) Mobilization is strictly prohibited while there is no state of emergency has been declared;
3) It's not allowed to use armed forces for dealing with internal affairs while there is no state of emergency has been declared.

So you and your "government" have only two options left:

1) Publicly admit that you're lying about "anti-terrorist operation";
2) Publicly admit that you have performed an illegal mobilization and then admit that you're using armed forces illegaly.
