If you guys do finally make a sizable pcb, please make sure that the asic chip height is the highest point on the pcb.  Also lay them in rows and not alternating.  I would recommend that you make pcb's that can be bought as blades and the end use figure out the cooling.

Please keep compatibility with watercooling kits from syscooling. This is the only option to mine in an apartment.

Halotron is not the same as halon, halon was started to phase out of circulation more than 2 decades ago because of ozone depletion.  
So you have two choices:
Halotron
or
3M novec - which is about 300 dollars a gallon.

Negative, had to pull from rack and extinguish with wet towel. Did not want to over react and kill the room.

I just bought a 15# halotron for events like this.  I would recommend the same.  you can get them NOS for around 120-150$shipped on ebay

You stated there were holes to add additional fans to the back, but haven't cleared up that statement yet.

That is a condenser for a car A/C system. you can get them on ebay for new as little as 25 dollars.

Everyone here will tell you not to do that.  And that is exactly what is recommended. 
you will boil off the freon before it has a chance to cool off the incoming air completely.  This is normally not a problem for short term, but as this will happen for long durations, you will have pressure build-up and accumulation at the exchanger coil. At that time, the build up could be great enough that the condenser coil and exchanger coil both burst, or one will at best.  to repair, that will entail freon, new coils, labor, etc...so your little miners making $5 a day will cause you to spend $2000 instead and probably in the middle of July.

Just don't do it.  stick them in a room that has a window and put a window A/C unit or split air system.  when that fails, you can just get another.

Bitmain is already mining with the upgraded s2 boards.  Its absolutely evident as seen in the network hashrate.  Like others state time and time again, us little players get the scraps when they decide to sell the surplus (safety stock, where holding cost hits budget restrictions).

The last one is an idea, but you will need a way to supply cooling fluid, so again that will not completely work.  So why try to cool something that is cooling something?  peltier systems will not work as one side of the unit must be cooled off.  peltier systems are heat pumps, not cooling systems. 

And it really depends on how many miners. C1's are really for a place that have ample supply of chilled water, say from an HVAC system or can piggy back on a boiler condensation system.  They work as home miners too, but in that application, the blowing is just transfered to a different part of the house.  in other words, you either blow air where the miner is located, or you blow air somewhere else.  either way your blowing.  Cheesy

Would the standard radiator not do much more cooling?   I don't have experience with a fish tank chiller but I find it hard to think it will cool down the liquid as much as a 3 fan radiator.

those will not work.  you need a phase-change air cooled refrigerated cooler. You will then need a mixing tank and two pumps.  You can use a drinking fountain water chiller (elkay) but that will only work for about 1-2 miners max.
