Not sure if you're aware of this, but your tx has an empty scriptsig, maybe that's the issue.

The version of electrum is old from 2018. I made an upload on the official website, and then i can't access my wallet anymore since this day.
There are some text but no "seed" found. It's not a hardware problem. It's when the upload has made, some of us, had this exact problem.
I try to contact many times Electrum, they never answered. Its the version of electrum in 2018 who was corrupted. I install it and realize it was too late.
I don't have any chances ? Some people contact me, telling me that can do it , with contrat, asking me 20 % if they succeeded.
It's true ?
Have you been able to verify (using an blockchain explorer) that the coins are still in your addresses and did not move since 2018? Attempting to bruteforce the password (using a *strong* multi-GPU rig) might work, assuming the file is an Electrum file and the password is not too long/complex. Over the years I managed to help other users recover electrum passwords. Before going any further, as a safety measure be sure to make several copies of the wallet.dat and password to avoid losing them again. Also beware of any scammers trying to contact you by PM.

I did he AV stuff. Electrum not listed as a threat. And I switched the AV protection off and started Electrum, and still not connected.
But I found the log files and inhem is this: interface.[ex.btcmp.com:50002] | disconnecting due to: ErrorGettingSSLCertFromServer(ConnectError(ConnectionRefusedError(22, 'The remote computer refused the network connection', None, 1225, None)))
So it eems the remote servers listed by Electrum are refusing to connect to my computer. Do I need to have my Electrum verified or authorised? By using signatures?
You could try to add some of the servers to your hosts file See: https://github.com/spesmilo/electrum/issues/4940(or try from another computer if possible.) In any case, it looks like something specific to your system. Electrum has been rock solid lately, no downtime for the last few weeks / months.

No special network
When I change from auto-connection to manual selection and select a server nothing happens or changes, ecpt the name of the servere in the server field changes to to the server I selected
Try right-clicking on a server in the list and click "Use as server". The network icon should turn green. If it doesn't, check if your AV or firewall is blocking some outgoing connections. Also, can you confirm what version of Windows and Electrum you are running?

Bruteforcing the password (using a strong GPU setup) is feasible if the password is short, but I wouldn't bet the farm on it. Over the years I managed to help other users recover their wallet passwords, using my GPU rig - of course, this is only feasible if the password isn't too strong. My most recent successfully recovery was this one (Electrum password): https://bitcointalk.org/index.php?topic=5228226.20My fee is more reasonable and backlog shorter than some of the larger recovery companies. Happy to provide more detail by PM. Note that the more context information you can provide, the better the odds of success. Also, I don't work on stolen wallets.

I have a bitcoin application from 2009. I would like to try to get it running again to see what's in it? Any help? I have it saved on windows 7. It was last accessed via VM on windows 7. I believe the file to be from Windows XP or from windows vista. I have a block with the corresponding signature and id like to use atleast one for my family. Anyone willing to help?
Post screenshots, post signatures if you want effective help. Vague statements are a waste of time for everyone.

Thanks! I'd rather not provide a lot of detail on specific cases, but in a nutshell the first challenge was to manually reconstruct the damaged wallet json to be valid. Once that was done, password recovery was rather quick (using my multi-GPU setup), as I was given some pretty helpful hints, and the password itself was not overly complex. Even pure brute force probably would have cracked it as well.

I'm happy to announce that I was able to complete bb3456's wallet recovery! Btc has been recovered, after being stuck in limbo for almost 10 years. The job was a technical challenge on several levels, but it all worked out just fine in the end.

electrum.labrie.ca Confirmed, I was able to make a 0.3 sat/vB tx using this server. I don't know how you got it to work because it didn't work for me. After I switched to the server, I saw the usual notification that the server won't broadcast my transaction when I set the transaction fee below 1 sat. I restarted Electrum a few times but that didn't work either. When I closed the send tab a few times and opened it again, it allowed me to enter a few below 1 sat/vByte without that notification popping up and the "preview" button became clickable. But what I noticed was that the equivalent amount in USD was as if I had set the fee to 1 sat/vByte. The wallet didn't lower it regardless if I set it to 0.7, 0.5, 0.3 sats, etc. There was also a notification next to the total fee that said "xxx amount of sats will be added to the transaction." It always added enough to make the fee 1 sat/vByte. Are you sure you didn't see the same and you just think that you broadcasted the transaction at 0.3 sat/vByte when in fact you didn't? I tried another 0.4 sat/vB tx to be sure, and it just worked. This is what I'm starting to discover. Since I really don't have any idea what the password was, I can't really start a tokens file or password file. running this on my laptop, or even PC isn't realistic.....
Do you take less than 20% to try? I'm basically looking at WalletRecoveryService, as it's the only chance I have (not knowing my seed words either).

Length, special symbols, randomly generated or not, etc. I successfully recovered an old wallet of mine using hashcat, but it does have a bit of a learning curve and needs a good GPU setup.
