Yes, however Bitcoin is desiged to be partially agnostic of lower OSI level protocols. With the proper agreement with authorities, I could be using GPRS to send blockchain data as opposed to an IP-level protocol. Thus, the protocol can't assume availability of the sub-second propagation of data across a TCP/IP link, and must be more conservative.

I wouldn't ban an account just because someone makes another account and says it was hacked though.
Would signing a message (cryptographically) with an address in an old, unedited post be grounds for said account to be returned to owner, and negative feedback for hacker's actions deleted?

Yes, the issue is with permissions. You don't have the execute bit set on transaction.sh. Execute the following command: chmod a+x /home/arik/scripts/transaction.sh to set the execute bit.

No problem. If you can export a private key, then you can sign the message using a website such as brainwallet.github.io/#sign which processes your key on the client-side. Either the inputs.io or Multibit formats should be readable by most people including forum mods here.

If anything, I'd expect someone to understand that unconfirmed txns != lost coins after 884 posts. Your coins are not lost, but are "in limbo" while their status is being determined by miners' decisions.
