I think the biggest help to check if an ICO is scam or not is this bitcointalk forum. The community got many experts to discuss if a ICO is legit or a scam or not worth it.

Be careful of holding a large amount of coins or tokens on any exchanges. I have had some problems for example with the coinbene exchange some weeks ago. It is better to hold your investments in your personal wallet.

I also don't think that ICOs are all dead. But many potential investors are already very careful. I have been also a victim of some ICOs in the past. In my opinion it is better to buy tokens after exchange listings.

I am visiting some ICO websites like ICODROPS or ICOBENCH. But I always do my own researches because most of the ICOs are only paid reviews. So I don't fully trust ICO rating websites. It is better also to listen to some experienced youtubers and their recommendations of ICOs.

I have been also a victim of some ICOs before that is why I am more careful now. Many projects doesn't reach their softcap this year. Investors are extremely careful this year.

Since 2 years I am investing every 2-3 weeks in cryptocurrencies. But now is a very good time to invest much more because the market starts to grow. But only select good and promising projects with a working product. Or invest only in Bitcoin if you are not sure.

I would recommend to do a bounty and trading at the same time. Of course trading is not easy but anyone can learn it. And to join a signature campaign and social media work is not so difficult to earn more tokens.

I would say that there is no absolute particular time to invest in crypto coins. But I choose the time when the value of cryptocurrency is very low.
